The combination of dependence

Not yet at the peak of the rainy season, Hoa Thang commune, which is considered the "navel" of the famous Le area, is like a watercolor painting with only two colors: green and white. Green is the green of the gardens, of the forest trees, of the newly grown grass carpets like leopard skin on the hills, sandbanks and of the solar power farms with the panels shining blue in the sunlight. White is the water of Bau Ong, Bau Ba or also known as Bau Trang; of the mobile sand dunes; of the net houses for growing melons and vegetables forming clusters along the DT 715 road and of the wind turbines rotating wildly above. The picture above shows the convergence of representatives of the three economic pillars: Industry, tourism - services and agriculture of Hoa Thang.

These 3 economic pillars are not only of Hoa Thang but also of coastal localities with similar potential, which were emphasized for development by Binh Thuan (old) 5-7 years ago. In some places, the merger of administrative boundaries between communes has reduced the favorable factors for the development of the above 3 pillars. But with Hoa Thang commune, suddenly the merging has added more strengths, they complement each other very clearly. As for the industrial side, the old Hong Phong commune has a large land fund and in the electricity industry planning, a series of solar and wind power projects have been recorded. The old Hoa Thang commune is similar. The two merged, so it also created a large area of land with lots of sun, wind, and outstanding minerals to continue attracting investment in solar power, wind power, and titanium minerals in the coming time.

Looking back, this is the most surprising industry, because it turns disadvantages into advantages. There are only 9 solar and wind power projects in operation, 2 solar power projects are being implemented, but this "navel" of Le area has quickly contributed to basically eliminating the difficulties that have been besieging for more than 45 years. Because of that, it has pushed up land prices in the area, people have a large amount of money from compensation, have more jobs from factories, so in a short time many families here have built beautiful houses with unique designs, bought cars as a mark of a change in life.

However, with the famous loyalty and steadfastness that was forged from the resistance zone, the people here still do not leave agriculture, when everyone knows that in this Le area, a high-tech agricultural zone of more than 2,000 hectares has been planned. They return to invest in agriculture in a smarter way in areas that have been abandoned. They find water by drilling wells, pumping water from ponds, digging ponds to store water in the garden and producing water-saving but high-value crops such as dragon fruit, melons in mosquito nets, fruit trees... in addition to traditional melons, sesame, and beans with a total of more than 4,500 hectares.

On the other hand, nearly 400 hectares of scattered trees are still planted to stabilize sand, block wind, and create shade in many places. In the offshore area, commercial shrimp farming, fish breeding, snail farming, and sea fish farming are now over 30 hectares. In addition, the amount of seafood caught is from 700 to 1,000 tons of all kinds, going in the morning and returning in the afternoon or going in the afternoon and arriving in the morning, so it is very fresh from more than 200 motorboats, boats, and canoes.

All of these have created a "collection" of products that meet the needs and tastes of tourists who want to visit unique and beautiful landscapes, including giant wind turbines, want to experience in their own gardens, want to use and buy products on the spot to bring home. Therefore, recently, in addition to the experience of Bau Trang tourism, Hoa Thang also has a type of tourism combined with garden houses, and the garden houses here know how to connect with each other, so they have seafood drying in the yard, shimmering under the sun...

Therefore, up to now, it can be affirmed that in Hoa Thang, industry, tourism-services, and agriculture are all developing but not canceling each other out but combining in a dependent way, creating a very solid three-legged tripod.

Like a tripod

This tripod also has weaknesses that need to be overcome, but its prominence helps the Party Committee of Hoa Thang commune to unify development goals very clearly. Among the key tasks and main solutions set out in the 2025-2030 term, the commune determines that it must first focus on rapid and comprehensive economic development, effectively exploiting the existing potential advantages of the locality. In particular, promoting industrial development along with ensuring the environment, by effectively exploiting the potential of minerals and renewable energy; encouraging factories to apply modern technology to minimize environmental pollution impacts; encouraging investment in types of industries for preserving and processing agricultural, forestry, aquatic products and supporting industries for deep processing of titanium...

In addition, we also focus on promoting the development of trade and service activities , by encouraging and creating conditions to promote the development of economic sectors, investing in industries with strong development potential in the locality such as: garden eco-tourism, types of entertainment on the sea, on the sand, accommodation services, food and beverage services, seafood processing and consumption... At the same time, encourage people and production and business households to take advantage to expand and develop tourism, services - trade at home, focusing on services according to the chain model of linking production and product consumption.

On the other hand, continue to accelerate the transformation of the agricultural economic structure towards the application of modern technology, focusing on investment in accordance with the advantages and specific conditions of the locality in a stable and sustainable manner; create strong changes in all aspects of agriculture, aquaculture associated with the application of science, technology, high technology... Encourage effective investment in plants and animals suitable to the local soil and climate to bring high economic value associated with livestock farming.

Meanwhile, identifying development breakthroughs also focuses on 3 contents. In addition to mobilizing resources to invest in a synchronous infrastructure system, making tourism a key economic sector of the commune; promoting digital transformation is to improve the quality of human resources to ensure effective, efficient and effective operations in the 3 fields of Industry - Trade, Services - Agriculture.

According to Secretary of the Hoa Thang Commune Party Committee Nguyen Duc Hai Tung, human resources play a decisive role in continuing to develop the three economic pillars in the commune to new heights, so immediately after the congress, the Party Committee will deploy solutions to make this breakthrough. Not only must it ensure budget revenue according to the assigned target in 2025 of 166.4 billion VND, ranking 3rd out of 124 communes, wards and special zones in the province, but it also aims for the ultimate goal of improving people's lives, reflected in the average income per capita striving for the end of the term of 80 million VND/person/year.

The main targets to be implemented in the 2025-2030 term of Hoa Thang commune: Building and maintaining an advanced new rural commune, aiming to achieve a model new rural commune after 2030; budget collection meets the assigned target; annual issuance of land use right certificates meets the assigned target; average income per capita reaches over 80 million VND/year; 100% of cadres, civil servants, and party members proactively apply science and technology, digital transformation in professional tasks...
