Hue residents and tourists alike are familiar with the two buildings of the typical French architectural complex at 23-25 Le Loi, on the southern bank of the Perfume River. Over the years, this place has become a space for organizing community cultural activities for locals and visitors to experience.

Connected with that are well-planned sightseeing spaces and cultural addresses along the river including: Diem Phung Thi Art Center, Le Ba Dang Art Center, Lieu Quan Buddhist Cultural Center, Space for displaying, introducing products and performing traditional Hue crafts...

Also because Hue Culture Museum was "closed"

Previously, in 2012, after the People's Committee of Hue City (old) moved its headquarters to the new Public Administration Center, the local government allowed the establishment of the Hue Cultural Museum and the use of the building at 23-25 Le Loi to store and preserve collected artifacts, as well as display collections and organize related cultural activities.

However, after only 8 years, the name Hue Culture Museum was "terminated" because it had to merge with other units and was renamed Hue City Culture, Information and Sports Center (old); the real estate and documents and artifacts at 23-25 Le Loi were also converted to a different form of operation than before.

From January 1, 2025, Hue city (old) was divided into two districts Thuan Hoa and Phu Xuan, this building and the artifacts and documents were assigned to the Thuan Hoa District Culture, Information and Sports Center for management. After the mergers and separations, the museum function is no longer the main function, the facilities, equipment, operating costs and human resources for museum work are no longer guaranteed...

Before implementing the two-level local government model, the Center for Culture, Information and Sports of Thuan Hoa district had written reports and proposals to transfer documents and artifacts at the 23-25 Le Loi building to the Hue City Museum of History to have a plan for safe preservation and promotion of value, in accordance with its professional functions and tasks.

Regarding this issue, at the end of May 2025, the People's Committee of Hue City also issued a document agreeing on the policy of transferring documents and artifacts currently kept at the Center for Culture, Information and Sports of Thuan Hoa District to the City History Museum, and at the same time assigned the Department of Culture, Sports and Tourism and the People's Committee of Thuan Hoa District to carry out the procedures for handover and receipt in accordance with regulations.

Waiting for delivery again

To carry out the handover, reception, management and promotion of the value of the artifacts, the City History Museum has sent specialized staff to support the inventory and packaging of the artifacts, ensuring safety and compliance with regulations.

Mr. Nguyen Duc Loc, Director of Hue City History Museum, informed that through inventory, there are more than 1,000 documents and artifacts with diverse materials, from porcelain, metal, stone to wooden furniture, leather, paper... The inventory was completed in June and is just waiting for handover.

However, later, the Center for Culture, Information and Sports of Thuan Hoa district wanted to keep some related artifacts and documents to serve its functional activities, so it temporarily stopped the handover for review. It is known that the number of inventoried artifacts includes many valuable artifacts with historical and cultural value, such as Champa artifacts, ancient stone steles, etc.

Due to the change in function and operation, the headquarters of the Thuan Hoa District Cultural, Information and Sports Center (old) no longer has space to display and promote the value of the system of documents and artifacts. Before the merger, many stone artifacts had to be placed along the corridors and along the steps, causing many residents and tourists to regret.

Many people expressed that if the artifacts cannot be displayed and their value promoted, there needs to be a scientific preservation solution; the handover needs to be organized soon to ensure the safety of the artifacts.

Ms. Nguyen Hong Hoa Tranh, Vice Chairman of Thuan Hoa Ward People's Committee, said that because in June, the locality focused on implementing the work to operate the 2-level local government model, the process of transferring and receiving documents and artifacts at the Cultural, Information and Sports Center of Thuan Hoa District (old) was temporarily interrupted.

Currently, Thuan Hoa Ward has established the Public Service Center by merging this center with the Children's House, the Urban Management Team and reorganizing the Board of Directors, arranging and assigning departments according to their functions. When the Public Service Center of Thuan Hoa Ward is stable, the Ward People's Committee will direct the center to continue reviewing, building a list of suitable items to leave and handing over artifacts and documents to the Hue City History Museum.
