The workshop was chaired by comrades: Le Minh Ngan, Deputy Minister of Agriculture and Environment ; Phan Phong Phu, Provincial Party Committee member, Vice Chairman of Quang Binh Provincial People's Committee; Nguyen Duc Toan, Director of Vietnam Sea and Islands Administration. Attending the workshop were nearly 100 delegates who were experts, managers; representatives of leaders of ministries, sectors, coastal localities, enterprises and international organizations.
Speaking at the opening of the workshop, Deputy Minister of Agriculture and Environment Le Minh Ngan said: 2025 is a pivotal year with many important movements in institutions and policies.
The issuance of documents, such as Decree 65/2025/ND-CP of the Government and the implementation of marine planning, especially offshore wind power planning, have helped remove major "bottlenecks" in accessing marine space, creating important corridors for surveying and developing offshore wind power, opening up opportunities for sustainable development associated with energy transition and protection of marine biodiversity.
Speaking at the workshop, Vice Chairman of the Provincial People's Committee Phan Phong Phu emphasized: Quang Binh is honored to be chosen by the Ministry of Agriculture and Environment to organize the workshop on institutions, planning - opportunities for developing a blue ocean economy.
This is an important event in a series of activities responding to Vietnam Sea and Islands Week and World Oceans Day 2025. Comrade Phan Phong Phu informed the delegates attending the workshop about the potential, strengths, and achievements in marine economic development in Quang Binh and emphasized that in the context of the province's merger, more space will be opened for development in the coming time.
To achieve the goals of marine economic development by 2030, with a vision to 2045, Quang Binh province needs many synchronous and “breakthrough” solutions. Building and perfecting institutions and planning for blue marine economic development is essential not only for Quang Binh province, but also for coastal localities across the country.
The workshop focused on five main topics, including: Institutional and policy innovation in marine space exploitation; application of science, technology and digital transformation in the marine economy; opportunities and challenges from the process of merging provincial-level administrations, proposing effective marine governance models that adapt to the new context; effectively implementing national fisheries planning and marine conservation, restoring and protecting ecosystems, enhancing the value of the seafood supply chain; promoting multi-sectoral cooperation and regional linkages, global cooperation in developing the blue marine economy; promoting the role of the private economy in association with coastal communities.
The presentations and discussions at the workshop provided a comprehensive view of the current policy implementation situation, the trend of offshore renewable energy development, as well as sustainable marine spatial planning models. At the workshop, representatives of the Department of Agriculture and Environment of Quang Binh province discussed the content: Quang Binh's vision of the marine economy in the context of merger.
The workshop not only affirmed the role and foundation of institutions and planning in developing the marine economy but also opened up many specific cooperation prospects. This is an important premise for forming a multi-dimensional cooperation network, promoting Vietnam to become a strong maritime nation, rich from the sea. The Ministry of Agriculture and Environment is committed to continuing to accompany localities, businesses and development partners to perfect institutions, paving the way for a modern, blue marine economic model that keeps up with global trends and is sustainable.
Within the framework of the workshop, in the afternoon of the same day, delegates visited Hon La port and Hon La Industrial Park (Quang Dong commune, Quang Trach).
