Previously, the habit of receiving cash was still popular in many communes and towns in Quang Ninh district, especially among the elderly and those living in rural and mountainous areas. Access to technology, using bank accounts or ATMs was still new to many people, even causing fear.
As of the payment period of September 2024, the whole district had only 839 monthly social insurance beneficiaries paid through bank accounts out of a total of 4,788 beneficiaries, reaching 17.52%. This is a lower rate than the average of the whole province (33%) and the lowest compared to districts, towns and cities in the province: Dong Hoi city (50%), Minh Hoa district (34%), Ba Don town, Le Thuy district (30%), Bo Trach and Tuyen Hoa (26%), Quang Trach (18%). These figures show that the implementation of non-cash payments in Quang Ninh has encountered many difficulties, both from the implementing agencies and beneficiaries.
However, in a short time, with the right approach, the drastic participation of the Social Insurance agency and authorities at all levels has created a strong change. Thanks to the peak campaign to change payment methods deployed simultaneously from the beginning of October 2024, the rate of people receiving money through accounts in the district increased by more than 50% after only 2 days of launching (October 6 and 7) and continued to increase in the following months. Director of the Social Insurance of Quang Ninh district Nguyen Quang Thuan said: To achieve such positive results, the district Social Insurance has implemented many practical solutions. In particular, the focus is on promoting propaganda, guidance and support for people to access banking services. Right at the payment points, Social Insurance officers coordinate with banks and local authorities to organize mobile consultation points, instructing people to open accounts and register to receive money via cards. For the elderly or those with mobility difficulties, support is provided at home, on-site, helping people feel secure and ready to transition.
In addition, the application of data from the National Population Database system also contributes to supporting the process of verifying information quickly and accurately. Effective coordination between the Social Insurance Agency, the police, banks and mass organizations has helped remove many barriers in accessing technology, while at the same time, creating trust for people in the safety and convenience of the new payment method.
At the payment points, social insurance beneficiaries were informed and explained about the benefits of applying non-cash payment methods. Not only bringing benefits to the implementing agency, paying pensions and social allowances through bank accounts also brings many practical benefits to the people. Instead of having to go to the payment point on a fixed day of the month, lining up and waiting, beneficiaries can proactively withdraw money at any time through ATMs or make transactions on smartphones. For the elderly, being able to ask their children and grandchildren to help with the payment also helps save time and ensure safety. In addition, the form of payment through accounts helps to minimize the risk of cash loss, at the same time, strictly control the cash flow, avoiding mistaken payments or losses. Keeping money in the account also helps beneficiaries earn additional interest, although not significant, it is still a safe form of accumulation.
Up to now, Quang Ninh district has 4,657/4,832 people receiving pensions and social insurance benefits through ATM accounts, accounting for 96.38%, the highest in the province; only 175 people are paid in cash. The district has 7 communes that have achieved 100% pension and social insurance benefits payment through bank accounts, including: Vo Ninh, Hai Ninh, Tan Ninh, Vinh Ninh, Gia Ninh, Ham Ninh and Truong Xuan. |
From the encouraging initial results, Quang Ninh district continues to set a goal of further increasing the rate of people receiving payments via bank accounts in the coming time. Along with maintaining and expanding the model of "100% commune receiving via accounts", the district focuses on training grassroots cadres, promoting digital transformation associated with social security and deploying non-cash payment applications suitable for people in rural and mountainous areas.
It can be said that the success of Quang Ninh district in implementing non-cash pension and social insurance benefits is the result of a comprehensive change from the mindset of the people to the way of working of the government and social insurance agencies. It is not only a technical step forward but also a testament to the effectiveness of digital transformation if it is implemented systematically, synchronously and with people at the center.
