The Ministry of Education and Training (MOET) has just announced the review and adjustment of some contents in the general education program (GP).
Some affected subjects have been identified.
According to the Ministry of Education and Training, the 2024-2025 school year is the year in which the 2018 general education program will complete a cycle from grade 1 to grade 12 according to the roadmap. Implementing Resolution No. 88/2014/QH13 of the National Assembly, Directive No. 32/CT-TTg dated December 25, 2023 of the Prime Minister on continuing to promote innovation of general education programs and textbooks and Circular No. 32/2018/TT-BGDDT dated December 26, 2018 of the Ministry of Education and Training on promulgating the general education program, the Ministry of Education and Training has organized steps to review and evaluate the implementation of the 2018 general education program. "This is a regular and periodic task to ensure that the program is implemented in accordance with reality and meets the requirements of educational development through each stage. During the evaluation process, a number of subjects and educational contents have been proposed to be updated and adjusted to better meet the requirements of innovation and the socio -economic development of the country" - said a representative of the Ministry of Education and Training.

In 2025, the review of the curriculum and textbooks will be carried out in the context of the whole country implementing the arrangement of provincial-level administrative units according to Resolution No. 202 of the National Assembly on the arrangement of provincial-level administrative units. Based on the review, the Ministry of Education and Training has identified a number of subjects that are directly affected by the change of administrative boundaries, including history and geography for grades 4, 5, and 9; geography for grade 12; history and economic and legal education for grade 10.
For these subjects, the Ministry of Education and Training said it will take steps according to regulations to edit the subject program as a basis for editing textbooks, such as updating requirements, knowledge content, place names, data, maps, charts and socio-economic information... Editing the subject program is done on the principle of minimizing changes to textbooks, strengthening guidance so that teachers and schools can proactively implement the program according to their authority to suit reality.
Ensuring unified direction
The Ministry of Education and Training explains that the 2018 general education program aims to ensure a unified orientation and core, compulsory educational content for students. Textbooks specify the program content and are identified as important learning materials and documents for schools to choose to organize teaching. Teachers and schools are given the right to proactively arrange learning topics, update and supplement content to suit the students, teaching and learning conditions and practical conditions.
Therefore, in the 2025-2026 school year, teachers and schools will continue to use the current curriculum and textbooks, while being responsible for proactively selecting and adjusting teaching materials, lessons, and topics to suit local realities and the two-tier government model. In the coming time, the Ministry of Education and Training will issue documents directing and guiding localities and schools to implement the program to ensure continuity, without interruption, and in accordance with reality.
Currently, the Ministry of Education and Training is urgently completing the review and evaluation of the implementation of the 2018 General Education Program to update and adjust a number of subjects to ensure that the program is implemented in accordance with reality, better meeting the requirements of innovation and the socio-economic development of the country through each period, including subjects affected by administrative boundary adjustments. The Ministry of Education and Training will guide publishers, organizations and individuals with approved textbooks to adjust the necessary content to update new administrative information in the direction of ensuring the stability of textbooks and effectiveness in teaching and learning implementation.
Proactively develop local educational content
Regarding local education content, the Ministry of Education and Training said that based on Resolution No. 202 of the National Assembly on the arrangement of provincial-level administrative units, on the basis of the framework program and documents issued by the Ministry of Education and Training, localities proactively select and develop local education content. This content must ensure that it is consistent with the characteristics of the new administrative unit and the two-level local government organization model, promoting the initiative of localities in organizing and implementing the program, while ensuring that educational content is updated promptly according to new administrative and social changes.
