This is the fourth thematic session of the City People's Council in 2025, aiming to review and give opinions on important and urgent contents, both ensuring implementation according to the new directions of the Central Government and ensuring no interruption in the city's socio -economic development when streamlining the organization and apparatus according to the 2-level local government model.
At the meeting, the City People's Council delegates reviewed, commented and resolved: Abolishing the City People's Council's resolution on additional support for cadres, civil servants, public employees and workers under the city's management when streamlining the apparatus; Resolution on support for the implementation of national defense and security tasks; Resolution on the list of land recovery projects, land use conversion, and land plots for bidding for investment projects; Approving the City budget settlement for 2024; Regulations on fees for performing online administrative procedures; Approving investment policies and adjusting investment policies for public investment projects.

In his closing speech, Chairman of the Hai Phong City People's Council Pham Van Lap said that at the meeting, the City People's Council reviewed the submissions of the City People's Committee, the verification reports of the City People's Council Committees, and the draft Resolution submitted by the Session Secretary. The City People's Council delegates upheld their sense of responsibility, carefully studied the issues, and voted and unanimously passed 11 thematic Resolutions.
In order for the resolutions of the City People's Council to soon come into effect, the City People's Council requests the City People's Committee to promptly organize the implementation of the resolutions in accordance with legal regulations and instructions of central agencies, in accordance with the city's reality. At the same time, continue to review necessary contents to submit to the City People's Council for consideration and resolution according to its authority, before merging Hai Duong with Hai Phong, to ensure that the city's socio-economic development is not interrupted in accordance with the direction of the Central Government.
The Chairman of the City People's Council requested the Committees, Delegation Groups and City People's Council delegates to actively monitor the implementation of resolutions, promptly reflect difficulties and problems, and propose appropriate solutions.
