Hanoi implements the Land Law 2024

The document clearly states: implementing the 2024 Land Law, the Government's decrees: No. 88/2024/ND-CP dated July 15, 2024 (Regulations on compensation, support and resettlement when the State recovers land), No. 101/2024/ND-CP dated July 29, 2024 (Regulations on basic land survey; registration, issuance of Certificates of land use rights, ownership of assets attached to land and Land information system), No. 102/2024/ND-CP dated July 31, 2024 (Detailed regulations on the implementation of a number of articles of the Land Law), No. 71/2024/ND-CP dated June 27, 2024 (Regulations on land prices), the city's departments, branches, People's Committees of districts, towns and related units, according to the unit's tasks, are responsible for implementing strictly, with authority and regulations.

For dossiers on procedures for land allocation, land lease, change of land use purpose; land registration, property attached to land, issuance of Certificates of land use rights, house ownership rights and other property attached to land that have been received by competent authorities but by August 1, 2024, the competent authorities have not yet decided on land allocation, land lease, permission to change land use purpose, issuance of Certificates of land use rights, house ownership rights and other property attached to land: The Department of Natural Resources and Environment, based on the 2024 Land Law and Government decrees, guides relevant organizations and individuals to ensure strict implementation, compliance with legal regulations and practices in the area, without affecting the reception and settlement of administrative procedures in the land sector of Hanoi city.

In cases of specific difficulties and problems, proactively and promptly report and propose to superior agencies according to regulations.

For records in the list of administrative procedures in the land sector received after August 1, 2024, continue to follow the process and procedures in the list of administrative procedures announced by the City People's Committee.

During the implementation process, the administrative procedure settlement agency is responsible for reviewing, updating and implementing the provisions of the 2024 Land Law.

The Departments of Natural Resources & Environment, Agriculture & Rural Development, Planning & Investment, and Justice, according to the assigned tasks in Decision No. 2354/QD-UBND dated May 5, 2024 of the City People's Committee (on promulgating the Plan to implement the Land Law in 2024), are responsible for urgently completing the content of the draft legal regulations, reviewing and submitting them to the City People's Committee for promulgation before August 10, 2024.
