Accordingly, the city promotes the combined strength of the entire political system and the entire population in drug prevention and control, taking the grassroots as the basis for implementation; regularly, continuously and synchronously implementing solutions to improve the quality and effectiveness of drug prevention and control work in all three areas of "supply reduction", "demand reduction", "harm reduction" of drugs, joining hands to build "Hanoi - For a drug-free community", contributing to building a safe and healthy society.
In addition, the city has done well and raised awareness of drug prevention and control in the whole society from the grassroots, each locality, each family, each citizen, especially for people at high risk, youth, teenagers, students, workers. Thereby, the number of drug addicts and illegal drug users has been significantly reduced, maintaining and expanding "drug-free" residential groups and villages, moving towards "drug-free" communes and wards.
At the same time, invest in equipment, means, apply science and technology, and improve professional capacity for specialized forces in drug crime prevention and control to effectively combat and prevent drug crimes, especially organized, transnational drug crimes using high technology, taking advantage of cyberspace and on key routes and areas.

Regarding the target by 2030, the city strives to annually reduce the number of drug addicts and illegal drug users; by 2030, at least 50% of communes and wards in the city will be "drug-free"; 100% of locations organizing and harboring illegal drug use, subjects illegally buying and selling drugs, and 100% of areas illegally growing plants containing drugs will be detected and destroyed.
The city also strives to have over 90% of drug addicts, illegal drug users, drug rehabilitation patients, people participating in drug addiction treatment, and post-drug rehabilitation patients receive medical and psychological counseling, support, and intervention.
