Hanoi needs new thinking to attract tech talent

VHO - On the morning of June 19, in Hanoi, the Hanoi People's Committee held a workshop to discuss mechanisms, policies, preferential measures, and support to attract high-tech human resources to work in high-tech parks and promote innovation activities in high-tech parks.

At the workshop, many experts gave profound opinions on the policy of attracting talented people to the capital. Professor, Dr. Bui Thi Minh Hong, Director ofEducation Management, VinUni University, Vice President of VinFuture Fund, said that in order to attract talented scientists at home and abroad, it is necessary to build a big vision, truly challenging problems, and an open cooperation model.

“Compensation is necessary, but not the deciding factor. Talented people will come if they see opportunities to make real contributions and work in an environment that respects scientific values,” Ms. Hong emphasized.

Deputy Director of the National Innovation Center (NIC) Do Tien Thinh proposed that we should invest in technology infrastructure first, especially clean electricity, telecommunications, and the internet, then social infrastructure such as roads, housing, and schools. He also proposed additional tax and land incentives for large enterprises, along with programs to support international trade cooperation.

Mr. Nguyen Trung Chinh, Chairman of the Board of Directors, Executive Chairman of CMC Technology Group, suggested that Hanoi should pioneer the implementation of a "three-party" cooperation model including the State, scientists and enterprises right at Hoa Lac Hi-Tech Park. This is a way to create a real innovation ecosystem, in which enterprises are the center of innovation, scientists are the factor promoting knowledge, and the State plays the role of policy creation, orientation and leadership. If this three-party cooperation model can be effectively built, it will be a sustainable foundation for Hanoi to retain talent, while creating new growth momentum for the whole region.

Mr. Chinh also said that what Hanoi needs are mechanisms that are truly attractive to each group of experts. For example, for leading experts, there needs to be a reward policy linked to output results, salary according to products; for overseas Vietnamese or international experts, there needs to be a visa policy, residence, long-term property ownership, personal income tax exemption, family support. For young talents, there needs to be an incubation mechanism, connecting startups with investors and an expert protection program. Most importantly, these policies must be clear, transparent, accessible and effectively communicated to the international community.

Concluding the workshop, Permanent Vice Chairman of the Hanoi People's Committee Le Hong Son said that the city is urgently completing resolutions to specify the amended Law on the Capital. There will be clear, substantive and breakthrough incentive policies for technology experts, innovative founders, and R&D organizations, aiming to realize the goal of bringing double-digit growth in the capital's GRDP from 2026.

“Hanoi is ready to be a testing ground for new models. And the city needs the support of visionary and innovative businesses like CMC,” Mr. Son emphasized.

It is expected that next July, Hanoi will issue nearly 20 resolutions specifying the Capital Law (amended), of which about 10 resolutions are directly related to science, technology, innovation and digital transformation.
