Ha Giang proactively takes all measures to ensure exam safety

Determined not to let any candidate miss the 2025 High School Graduation Exam, Ha Giang province has proactively and thoroughly reviewed traffic conditions, deployed disaster response plans, security and order, and organized a synchronous and thoughtful exam support season.

In the 2025 High School Graduation Exam, the Ha Giang Departmentof Education and Training established an examination council.

The province has 34 examination sites with 346 official examination rooms. There are 7,524 candidates registered for the exam, of which 7,154 candidates registered for the exam under the 2018 general education program; 370 candidates registered for the exam under the 2006 general education program.

As a mountainous province with complex terrain, difficult traffic and frequent local congestion due to landslides and flooding, the province proactively and carefully reviewed traffic conditions, deployed disaster response plans, security and order, and organized a synchronous and thoughtful exam support season.

Since June 23, heavy rain has occurred over a large area in Ha Giang, causing landslides on many national highways, provincial roads, inter-commune and inter-village roads.

To ensure traffic for the 2025 High School Graduation Exam, the Department of Construction of Ha Giang province has inspected and surveyed all routes leading to exam locations; at the same time, directed road management units and local authorities to immediately deploy human resources and machinery to fix and clear the roads in the fastest time.

“During the night of June 24 and early morning of June 25, heavy rain continued to occur in the province, with four major landslides occurring on provincial roads 177, 183 and National Highway 34. Immediately after the landslides occurred, road management units mobilized human resources and machinery to level the roads. By 8:00 a.m. the same day, the landslides were cleared, ensuring that candidates and their families could go to the exam sites to complete the exam procedures on the afternoon of June 25,” said Mr. Cu Duy Man, Deputy Director of the Department of Construction of Ha Giang province.

Assessing that during the exam days, the weather in Ha Giang province had many unusual developments, the Department of Construction directed road management units and local authorities to proactively prepare response plans when situations arise.

Specifically, mobilize human resources and excavators on duty on the roads leading to the examination sites, every 30km of road there is a team on duty, along with an excavator vehicle.

In addition, local authorities also mobilized police, military, and militia forces to prepare specialized vehicles in key locations that are frequently flooded so that when a situation arises, they can support candidates to get to the exam site safely.

In many mountainous districts, local authorities have also arranged for candidates to eat and stay at dormitories right at the exam site.

Mr. Le Xuan Huong, Vice Chairman of the People's Committee of Meo Vac district, said that the district has only one testing site in Meo Vac town. Meanwhile, the road from the communes to Meo Vac town is far and often flooded and landslides occur locally. Therefore, the district has a thorough plan to ensure traffic for candidates to get to the testing site safely. Many candidates in the communes are also arranged to eat and stay in dormitories near the testing site for convenience in traveling.

"The district has a detailed plan so that the exam takes place safely and seriously, without any candidates being affected," Mr. Le Xuan Huong emphasized.

Meo Vac is a locality with many ethnic minority children, whose lives are still difficult. The district has mobilized organizations and individuals to support candidates taking the exam. Up to now, the district has received more than 40 million VND from socialized sources to support the students in the exam.

Lo Thi Niem, a 12A2 student at Meo Vac Ethnic Boarding Secondary and High School, shared: “We have meals and accommodation in the dormitory, and there is a shuttle bus to take us to the exam site on time. Teachers are always by our side, taking care of every meal and sleep, so I feel very secure entering this year’s exam.”

The work of ensuring the exam takes place safely both inside and outside the exam room is also being vigorously implemented by the Ha Giang education sector in coordination with relevant authorities.

The province has mobilized nearly 1,800 officials, teachers, and forces to participate in organizing the exam. Ha Giang Provincial Police have carefully prepared plans to secure exam questions and papers. Regularly review and adjust plans to ensure exam security and order in accordance with the actual situation. Proactively prepare response plans for any unexpected situations that may occur during the exam. Closely coordinate between sectors and forces throughout the exam organization process. At the same time, proactively deploy support and encouragement for candidates during the exam season.

Lieutenant Colonel Hoang Hung Hai, Fire Prevention, Fire Fighting and Rescue Police Department, Ha Giang Provincial Police said: “The unit is always at the highest level of readiness, especially in areas with potential risks of natural disasters. The goal is to not let any student miss the exam due to travel circumstances or weather changes. In that spirit, the unit sends 100% of its staff on duty during exam days; fully prepares means, equipment and emergency response plans for unexpected natural disasters, and coordinates with other forces to ensure the exam takes place smoothly and safely.”

To accompany, support and empower candidates, Ha Giang Provincial Youth Union has also established 39 local youth volunteer teams and 18 mobile volunteer teams with nearly 1,000 union members and young people participating. The "Supporting the exam season" activity is implemented with the principle of 3 connections: Local connection, force connection, and community connection.

The Youth Volunteer Teams carry out the task of calling for and mobilizing resources to support the candidates. Up to now, they have called for socialized resources to distribute 2,500 cartons of milk, 5,800 bottles of water, nearly 300 meals, hundreds of raincoats... for free to the candidates.

In addition, it is necessary to coordinate in handling unusual weather and accident incidents; prevent negative phenomena affecting candidates; participate in guiding and directing traffic to ensure traffic safety; guide candidates in completing exam procedures; look after vehicles, keep belongings, provide free motorbike taxis, clean up outside the exam area...
