On the afternoon of September 9, comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, chaired a meeting of the Standing Committee of the Provincial Party Committee to direct the implementation of measures to overcome the consequences caused by storm No. 3. At the meeting, the Standing Committee of the Provincial Party Committee requested the entire political system to concentrate at the highest level, most drastically, most urgently with all available forces and means to overcome the consequences of the storm and prepare response plans for heavy rain due to the impact of post-storm circulation.

According to preliminary statistics up to now, the damage caused by storm No. 3 is very large. Over 20,000 houses had their roofs blown off; 21 watercraft, 23 tourist boats, 41 fishing boats of all kinds sank and drifted; over 2,400 aquaculture facilities were damaged; nearly 1,300 rice fields, crops, over 17,000 hectares of planted forests were affected. Over 1,400 electric poles were broken, causing widespread power outages and water shortages. The telecommunications network was almost paralyzed and has not been repaired yet. Infrastructure of industrial parks in Quang Yen was widely damaged. Medical andeducational facilities, headquarters of agencies and units in the area also suffered major damage to facilities. Due to heavy rains affected by the storm's circulation, from the evening of September 7, some localities had heavy rain, causing localized flooding. The number of deaths and injuries is still being updated.

To quickly overcome the consequences, the whole province mobilized nearly 6,000 people from the Army and Police units stationed in the area; mobilized 53 cars, 38 ships, 35 boats to participate in search and rescue work; cleaned up the environment, and repaired damaged structures.
By noon on September 8, 110 people who were drifting at sea, taking shelter, and stranded on islands had been successfully searched and rescued and brought back to shore. The forces actively cleared fallen trees to ensure smooth traffic, and supported damaged houses to stabilize their lives. Regarding the restoration of the power system, up to this point, 16/19 110 kV lines have been energized; 14 110 kV transformer stations have been energized; 43/180 medium voltage lines have been energized; and power has been restored to over 110,000 customers.

Based on the opinions of representatives of departments, branches and localities, the Standing Committee of the Provincial Party Committee unanimously agreed that the work of preventing and overcoming the consequences of storm No. 3 had been carried out by the entire political system with great effort, seriously and effectively. This was also the common opinion of the Prime Minister , Deputy Prime Minister and leaders of ministries and branches when working with the province.
Regarding the tasks in the coming time, the Standing Committee of the Provincial Party Committee requested that the highest goal is to soon bring life back to normal and ensure safety for the people. In particular, priority must be given to searching, rescuing and saving people who are still missing at sea.
It is forecasted that in the coming days, the province will continue to have heavy rain, warnings of storms, flash floods. The Standing Committee of the Provincial Party Committee requested departments and branches to coordinate with localities to focus on reviewing areas at risk of landslides and flooding to have timely response plans when there is heavy rain; in case of necessity, organize the evacuation of people to a safe place. At the same time, prepare necessary conditions for households in the evacuation area. Increase warning bulletins about post-storm circulation such as heavy rain, storms, flash floods and guide people on prevention and control plans.

The Party Committee of the Provincial People's Committee directs the Provincial People's Committee and the People's Committees of localities to continue to count and classify the damaged cases. On that basis, the Party Committee of the Provincial People's Committee and the Party Delegation of the People's Council coordinate to direct relevant units to research and develop timely support mechanisms and policies. The People's Committees at all levels shall, based on their authority, immediately apply existing support mechanisms and policies in accordance with the provisions of law to organize immediate support. Localities shall prepare food reserves to support areas that may be isolated due to floods; prioritize support for educational and medical facilities to overcome the consequences to quickly stabilize operations.

The Provincial Fatherland Front Committee chaired the launching of a movement of mutual love and support throughout the province. The Party Committee of the Provincial People's Committee directed the Provincial People's Committee and relevant units to review and promptly commend collectives and individuals who actively participated and made great contributions to the prevention and overcoming of the consequences of storm No. 3.
