The Vietnam Coffee and Cocoa Association (VICOFA) has just sent a petition to the Prime Minister, the Ministry of Agriculture and Rural Development, and the Ministry of Finance, requesting that green coffee beans for export be included in the list of goods not subject to VAT.
According to VICOFA, more than 85% of Vietnam's green coffee output is exported each year, while domestic consumption accounts for less than 15%. This leads to a situation where most of the VAT temporarily paid is later refunded, wasting human resources and time for tax authorities.
Coffee exporting enterprises are facing financial pressure due to having to pay VAT in advance before receiving a refund. This process not only causes capital stagnation but also entails many complicated and lengthy procedures. In the context of high coffee prices, the temporary payment of 5% VAT is a significant expense, affecting production and business activities.

Robusta coffee prices continued to fall to near 16-month lows on increased supplies from new harvests in Brazil and Indonesia, Reuters reported. In Vietnam, some exporters increased purchases, helping to stabilize market sentiment and boost domestic trading. However, downward pressure remained due to abundant supplies from Brazil and Indonesia.
According to BMI (part of Fitch Solutions), favorable weather in Vietnam could help coffee output increase by 5.2% compared to the previous year in the 2025-2026 crop year. However, the global market outlook remains gloomy due to concerns about falling demand.
Another pressure factor is the US imposing a 50% import tariff on coffee from Brazil (the largest producer of Arabica) from August 1. This caused BMI to revise down its forecast for average coffee prices in 2025 from $3.40/lb to $3.00/lb.
