Dong Nai : Waste-to-energy project has not completed feasibility study report after 2 years

The nearly 2,300 billion VND waste-to-energy plant project in Vinh Cuu district has not completed its feasibility study report for nearly 2 years, so an investor has not been selected.

According to the progress update report of Dong Nai Department of Planning and Investment, up to now, the Feasibility Study Report of Vinh Tan Waste-to-Energy Project in Vinh Cuu District has not been completed, the progress is about 2 months behind the plan of the Provincial People's Committee.

The two most difficult problems in this project are that the detailed 1/500 planning of Vinh Cuu district has not been completed; the environmental impact assessment report submitted to the Ministry of Natural Resources and Environment for appraisal has not been approved.

Due to problems with planning and environmental impact assessment reports, the selection of investors is also slow.

Perspective of waste-to-energy plant in Vinh Tan commune, Vinh Cuu district, Dong Nai

On August 20, Dong Nai Provincial People's Committee continued to work with Le Delta Joint Stock Company (investor) regarding the progress of the Project Feasibility Study Report.

At the working session, Vice Chairman of Dong Nai Provincial People's Committee Vo Van Phi said that for nearly 2 years, the Project has not completed the Feasibility Study Report, has not selected an investor, the responsibility belongs to the Department of Planning and Investment, Department of Natural Resources and Environment, Vinh Cuu District People's Committee and Le Delta Joint Stock Company.

Mr. Phi requested the investor to seriously prepare a technology explanation file and submit it to the Provincial Science and Technology Appraisal Council. Then, resubmit the environmental impact assessment report to the Ministry of Natural Resources and Environment.

The Department of Natural Resources and Environment and the Department of Science and Technology will advise and support the investor to complete the report in September 2024.

Regarding planning, Vinh Cuu District People's Committee will follow the bidding process to select investors and arrange local budget sources to carry out the task of preparing detailed planning at 1/500 scale in September 2024.

The waste-to-energy plant project in Vinh Tan commune, Vinh Cuu district was approved for investment by the Dong Nai Provincial People's Council in September 2022.

This project is invested in the form of public-private partnership (PPP) with a total investment of VND 2,286 billion from equity and mobilized capital, not using budget capital.

When phase 1 is completed, the capacity to process 800 tons of waste/day and generate 20 MW of electricity. In phase 2, the capacity to process waste will increase to 1,200 tons/day and generate 30 MW of electricity.

According to the original plan, the project would start in 2023, with a construction period of about 3 years. However, so far, progress has been slow.
