North-South Expressway Project through Dak Lak: Efforts to overcome difficulties, determination to "finish" on time

Implementing the Prime Minister's direction on striving to complete 3,000 km of expressway by 2025, investors of component projects of the North-South Expressway Project through the province are making efforts to overcome difficulties, speed up construction progress, and are determined to "reach the finish line" on time.

Identified as a complex critical location on the North-South Expressway, Ky Lo Bridge (part of Package 13XL, Quy Nhon - Chi Thanh Component Project) is the largest, longest and most complex bridge project. Ky Lo Bridge has just been closed, 3 months ahead of schedule, creating motivation for contractors to speed up the construction progress of the entire Quy Nhon - Chi Thanh component project.

According to Mr. Nguyen Anh Van, Deputy General Director of Thang Long Corporation - the contractor of Ky Lo Bridge, to achieve this result, the unit has made the greatest efforts, ensuring the best financial resources focused on the project. At many times, the amount of equipment and human resources mobilized doubled compared to the plan. The unit also made specific plans for each construction phase, eliminating wasted time; organizing overtime, working 24/24 hours, during holidays, Tet... to shorten the time but still ensure absolute quality and safety when constructing the project.

The Ky Lo bridge project has just been closed, creating conditions for construction units to speed up progress and shorten the construction time of the North-South Expressway Project.

On the Quy Nhon - Chi Thanh Expressway, contractors are organizing 78 construction teams, with more than 900 locomotives and 2,500 workers working continuously at the construction sites. To date, the output of the packages has reached nearly VND8,049 billion, reaching over 79% of the contract value. "We strive to open about 19.6 km to traffic before August 19 and complete the remaining sections before September 30, 2025," said Mr. Bui Trong Lai, Executive Director of the Quy Nhon - Chi Thanh Component Project, Project Management Board 85.

At a recent working session, Deputy Minister of Construction Nguyen Viet Hung highly appreciated the efforts of contractors and construction units in completing a number of important critical road positions of component projects of the North-South Expressway Project through Dak Lak province. The Deputy Minister also requested project management boards and contractors to continue promoting a high spirit of determination, making efforts to further accelerate construction progress, and together with the whole country, to achieve the goal of completing 3,000 km of expressway by the end of 2025 in the spirit of the emulation movement launched by the Prime Minister.

For the Chi Thanh - Van Phong component project, contractors have completed a number of main items such as: filling the K95 roadbed; completing the construction of bridges and underpasses; constructing Tuy An tunnel with a volume of 1,020 m of tunnel drilled and excavated, the tunnel lining concrete reaching over 95%. In addition, on this route, there are over 15 km of weak soil that have completed the loading and are being unloaded. The construction output to date has reached 6,760 billion VND, reaching over 80% of the contract; the disbursement rate has reached nearly 7,756 billion VND, reaching over 72% of the capital source.

Implementing the Prime Minister's direction, Dak Lak province has been making efforts every day to coordinate with investors and contractors in implementing component projects of the North-South Expressway Project. Many difficulties and problems of units and contractors have been resolved. However, both of these component projects still have certain problems.

According to Project Management Board 85, on the main route of Package 12-XL, the Quy Nhon - Chi Thanh component project still has land issues related to 3 households. Of which, one household has not received compensation for land clearance; two other households have not agreed on the compensation price. After the relevant parties worked, Mr. Nguyen Hung Son's household agreed on the compensation price, but because the localities are implementing the two-level local government model, the work related to land clearance is temporarily interrupted. After stabilization, the investor will coordinate with the localities to completely resolve these cases.

Meanwhile, the biggest problem of the Chi Thanh - Van Phong component project is concentrated in the XL02 package. Specifically, the licensing procedures for mining soil and rock quarries on the route are slow; the capacity of quarries in the area is not enough to meet the demand according to the construction progress of the pavement structure. Notably, some re-licensed soil quarries have too many boulders and orphaned rocks, making the exploitation of fill soil difficult.

Mr. Ho Xuan Thang, Executive Director of the Chi Thanh - Van Phong component project, said that to overcome the above difficulties, the investor directed contractors and related units to mobilize maximum equipment, motorbikes and organize overtime, increase construction crews at the site, speed up excavation work; increase blasting to break rocks and increase capacity of exploiting soil for roadbed filling. The units also transferred about 0.7 million m3 of excess soil and rock from the XL01 package to the XL02 package for roadbed filling.

Contractors are simultaneously speeding up the construction progress of the North-South Expressway Project, determined to "finish" on time.

Many other solutions were also proposed by contractors such as purchasing soil from commercial mines for foundation filling; using crushed stone materials from excavated roadbed stones; changing the foundation filling material from soil to recycled stone... At the same time, contractors also sought additional sources of stone materials for pavement structure from Khanh Hoa province to meet the required progress.

“With the efforts of the contractors, up to now, the units have made up for the delayed progress and the Chi Thanh - Van Phong component project is sticking to the plan, determined to bring the component project to the "finish line" in December 2025 as committed to the Prime Minister", Mr. Ho Xuan Thang emphasized.
