High consensus on a major policy

“According to the project roadmap, 30% of the site will be handed over by September 2025, 70% by December 2025 and 100% by April 2026. We know this is a very difficult task, but we will do our best to ensure the right progress,” said Nguyen The Hai, Party Secretary and Chairman of the People’s Council of Phuoc Son Commune.

People agree

The economic value from growing rubber, cashew, pepper, coffee, and durian is the main source of income for thousands of households in the former Binh Phuoc province. However, when the North-South Expressway Project, Gia Nghia - Chon Thanh section, passed through and was informed and promoted, people actively cooperated with local authorities and related units to carry out legal procedures for the project, with the desire to soon deploy and put it into use.

With more than 4 hectares of rubber trees in the 5th year of harvest - considered the most "vigorous" period, but when informed about the project, Mr. Ha Van Bong's family (residing in village 7, Phuoc Son commune) was ready to hand over the land for units to carry out site clearance (GPMB).

“The project affects most of the family’s rubber plantation, but for the common goal, we are willing to hand over the land to the construction unit. Because, when the project is completed, there will be a convenient highway, helping to shorten time and distance, creating momentum for the socio -economic development of the whole country,” Mr. Bong shared.

Chairman of Tho Son Commune People's Committee ( Dong Nai Province) Tran Van Phuong said: To ensure the progress of project implementation, in addition to information and propaganda for affected people and organizations to grasp the project's policy, recently, the work of measuring cadastral maps and setting up GPMB boundary markers has been carried out urgently and seriously. Thereby, there is a basis to serve the work of compensation, support GPMB and resettlement of the project.

Up to now, the project has completed nearly 100% of the work volume of measuring, marking the boundaries of land plots between households, individuals, organizations and determining the boundaries of land acquisition and recovery. Thanks to the attention and facilitation of local authorities, especially the high support of households, the construction units have many advantages.

Approve project compensation plan in November 2025

The North-South Expressway, West section, Gia Nghia - Chon Thanh, has a total length of 124.13km, of which the section through Dong Nai province is 101.03km long, the rest through Lam Dong province. The total investment of the project is 25,540 billion VND, of which the central budget is 10,536.5 billion VND; the local budget is 2,233.5 billion VND; and the capital arranged by the investor is 12,770 billion VND.

According to statistics, the project will pass through 10 communes of Dong Nai province and need to clear about 1,028 hectares of land, affecting more than 2,150 households. This is a national key project, so the Dong Nai Provincial People's Committee requested departments, branches and localities where the expressway passes through to speed up the processing of related documents and procedures, especially site clearance.

“Currently, the land fund development centers and localities have basically completed the work of issuing land recovery notices, measuring and inventorying, counting architectural objects and crops to implement the project. The work of determining land prices and organizing the approval of compensation plans is being urgently carried out by localities, and it is expected that the approval of compensation, support and resettlement plans for the project will be organized in November 2025.”

Deputy Director in charge of the Dong Nai Provincial Investment and Construction Project Management Board Dinh Tien Hai said: The North-South Expressway Project, West section, Gia Nghia - Chon Thanh, consists of 5 component projects. The Provincial Investment and Construction Project Management Board was assigned by the Provincial People's Committee to be the investor of Project Component 3 and 5. Of which, Project Component 5 is compensation and resettlement support for the section passing through the old Binh Phuoc province. Up to now, the unit has completed the coordination with local authorities to organize meetings to announce project information; completed the surveying and mapping of the project's land plots and stake placement according to the stake placement design documents approved by the Provincial People's Committee. The Provincial Investment and Construction Project Management Board has handed over the completed products to the Land Fund Development Center branches: Bu Dang, Dong Phu, Chon Thanh, Dong Xoai and local authorities where the project passes through to carry out compensation, support and resettlement work according to regulations.

The unit has also signed a contract to implement compensation, support and resettlement for the project with the Land Fund Development Center of localities under the direction of the Provincial People's Committee; completed the procedure for signing an appendix to the contract to implement compensation, support and resettlement for the project with the Land Fund Development Center of branches after the merger of 2-level local authorities.
