Breakthrough in administrative reform
The outstanding result in recent times is that Hue City has continuously maintained its leading position nationwide in providing online public services. Implementing Resolution 71/NQ-CP, dated April 1, 2025 of the Government on amending and supplementing the Government's action program to implement Resolution 57-NQ/TW of the Politburo , the city has achieved impressive figures: The rate of online public services reached nearly 100%, among the top in the country and far exceeding the target of 80%; 100% of full-process online public services were provided, becoming the first locality in the country to announce the completion of this goal. Hue is the first locality to achieve 100% of electronic administrative procedure settlement results.
Hue is also the first locality in the country to implement 100% of public services regardless of administrative boundaries. That is, citizens can submit and receive results of their applications at any one-stop shop in the city, instead of depending on the commune or ward where they reside as before. This is a great step forward, clearly demonstrating the interconnectivity, transparency and people-centeredness in administrative reform.
According to Resolution No. 74/NQ-CP, dated April 7, 2025 of the Government promulgating the plan to implement the arrangement of administrative units and build a 2-level local government organization model, Hue also made its mark when it was in the top 3 localities implementing 17/17 provincial-level indicators, and at the same time rose to the top 2 nationwide in implementing the commune-level index set. These results show that, with the support of digital technology , the authorities at all levels in Hue, from the city to the ward and commune, have had a clear transformation, from administrative management to modern digital governance.
Mr. Nguyen Duc Phu, Deputy Director of the My Thuong Ward Public Administration Service Center, said that with the complete online public service system and the processing of documents regardless of administrative boundaries, people do not have to spend much time and effort and can submit documents even when going to another ward. The return of results is also done through the electronic environment or public post, creating great convenience for people and reducing work pressure for the government.
Mobilize many components to participate
Mr. Nguyen Xuan Son, Director of the Department of Science and Technology, said that if the 2-level local government model is considered a strong step to streamline the apparatus, digital transformation is the glue, the driving force to help the apparatus operate effectively. Hue City has been proving that digital technology is not only a management tool, but also an environment for the government to create and serve the people.
In the public postal sector alone, Hue City is the first locality in the country to deploy 166 public service agent points and in the near future, there will be 20 new points of VietinBank actively participating in this public service model. Statistics show that, to date, over 90% of administrative records of local people are generated through public postal services (149,957/164,983 records), of which about 32.16% of records are independent of administrative boundaries.
According to Mr. Nguyen Kim Tung, Deputy Director of the Department of Science and Technology, entering phase 2 of implementing Plan 02-KH/BCĐTW, dated June 19, 2025 on promoting interconnected, synchronous, fast and effective transformation to meet the requirements of restructuring the political system's apparatus..., the locality will carry out 3 main tasks: Reusing management and administration on a digital platform based on shared data; synchronous connection according to the overall digital national framework and the overall digital government framework, including the participation of the Front Committee, People's Council, and Party committees; promulgating policy mechanisms to create participation of community digital technology groups.
This means that, entering a new phase, to transform more effectively, not only the role of the People's Committee, educational units, financial service organizations but also the participation of political and social organizations, people who know digital technology... Thereby, helping people and businesses to easily access administrative services, convenient digital technology, reducing pressure on the one-stop department of the government.
"To be suitable for the 2-level local government model, the city is continuing to adjust digital platforms and appropriate processes in the new period. Orienting 100% of activities to be carried out in digital space, including interactions with people and businesses to ensure synchronization and efficiency. The science and technology sector is prioritizing urgent implementation and must complete it by this year at the latest to support the 2-level apparatus to operate effectively, improving the satisfaction and trust of people and businesses in the government," affirmed Mr. Nguyen Xuan Son.
