Currently, there are 29 projects being implemented in the ward, including 6 key projects of the province (1 of 6 projects is temporarily suspending land acquisition and clearance). The total area that needs to be cleared in the ward is over 434 hectares of over 3,000 affected households, individuals and organizations. Of which, the area that has been cleared is over 200 hectares and the ward needs to clear over 233.5 hectares of over 2,200 remaining cases in 2025.
Ms. Linh Thi Hien, Chairwoman of the Ward People's Committee, Deputy Head of the Steering Committee for Land Acquisition and Site Clearance in Dong Kinh Ward, said: Immediately after the new government apparatus came into operation, the ward reorganized the Steering Committee for Land Acquisition and Site Clearance and held meetings to assess difficulties and problems in each project. On that basis, the Steering Committee assigned each member to be in charge of land acquisition and site clearance for the projects. At the same time, it directed specialized departments to coordinate with relevant units to focus on handling remaining problems.
Currently, the work of land acquisition and clearance for projects in the ward is facing some difficulties such as: the construction of specific land prices is still slow; many affected households still have questions about the unit price of compensation and support; the work of counting some projects has not met the progress...
Faced with the above reality, the Ward Steering Committee has developed a plan for site clearance for projects with specific time frames. In particular, for the 5 key projects of the province implemented in the area, the Steering Committee has assigned members to directly monitor and be in charge. For each of the above projects, the Steering Committee has assigned tasks to related units to coordinate and establish 2 working groups to improve the effectiveness of propaganda and mobilization.
At the same time, for the blocks with residents affected by the projects, the Ward People's Committee has directed the block leaders to actively coordinate with relevant units to mobilize the people. Mr. Vi Van Rao, Party Cell Secretary, Block Leader of Block 18 said: In the block, there are 260 households affected by the Dong Kinh New Urban Area project with an area of over 17 hectares. During the counting process, many households still had questions about the compensation and support regulations for different types of land. Therefore, I coordinated with the staff of the Urban Land Fund Development Branch and the ward People's Committee staff to directly propagate and explain many times. Thereby, up to now, all households have voluntarily cooperated in the counting and by August 5, the above work was completed.
Mr. Tran Duc Tho, Director of the Urban Land Fund Development Branch, member of the Steering Committee for Land Acquisition and Compensation of Dong Kinh Ward, said: Currently, Dong Kinh Ward is the locality with the largest number of projects in the province. Therefore, from the beginning of July until now, the unit has mobilized maximum human resources to coordinate with the Ward People's Committee to review and survey the field. At the same time, the unit has established 5 working groups to coordinate with the ward's professional staff to work on holidays to focus on completing the inventory of 5 key projects. Up to now, the progress of the inventory of the projects has reached about 80%. The unit's goal is to complete 100% inventory by the end of August 2025.
In addition, the People's Committee of Dong Kinh Ward is actively directing the specialized department to complete the documents and procedures for the People's Committee to approve specific land prices before August 15, 2025. On that basis, the People's Committee of the Ward will have enough basis to issue compensation, support and resettlement plans for the projects.
Up to now, the Dong Kinh Ward Land Clearance Steering Committee has measured and counted 7 projects with more than 431 cases. At the same time, it has approved compensation and support plans for 149 cases of 6 projects with a budget of nearly 40 billion VND. At the same time, it has paid compensation and support to 37 households (3.4 billion VND) of 5 projects and paid an advance of 17.8 billion VND to 165 households affected by 2 projects. Thereby, the ward has handed over over 8.4 hectares to investors to implement 4 projects. The progress of land clearance work basically meets the set schedule.
Currently, the remaining area that needs to be cleared for land acquisition in Dong Kinh Ward is very large. Therefore, the Ward Clearance Steering Committee is resolutely implementing solutions according to the proposed plan. Thereby, contributing to promoting the clearance progress so that projects can be implemented soon.
