Implementing the direction of the Vietnam General Confederation of Labor , the Provincial Labor Federation has issued many documents directing and guiding grassroots trade unions to implement the Law on Occupational Safety and Health. From the beginning of each year, the Provincial Labor Federation has proactively issued guiding documents and plans to implement occupational safety and health work in accordance with the actual situation of each industry, locality and facility.
In particular, focusing on building and strengthening the network of occupational safety and hygiene workers, organizing periodic training on occupational safety and hygiene, coordinating inspections and monitoring of working conditions, working environment, protective equipment and implementing policies related to occupational health. Integrating occupational safety and hygiene content into periodic dialogues, employee conferences and trade union activities has become a regular activity in many enterprises.
According to the leaders of the Provincial Federation of Labor, the grassroots trade union has always accompanied the safety of workers. Actively participating with employers in developing and supervising the implementation of plans, regulations, procedures, and measures to ensure occupational safety and health, and improve working conditions. Representing the collective of workers in negotiating, signing, and supervising the implementation of occupational safety and health provisions in collective labor agreements; helping workers to complain and file lawsuits when their legitimate and legal rights and interests are violated.
Participate and coordinate with employers to organize occupational safety and health inspections; supervise and require employers to comply with regulations. Coordinate with employers to organize occupational safety and health training for union officials and employees. At the same time, coordinate with employers to organize emulation movements, mass movements to do occupational safety and health work and build a culture of occupational safety at the workplace.
In production units, construction sites, industrial zones, where there is a high risk of occupational accidents, the network of safety and hygiene workers is truly the “extended arm” of the trade union. They not only have the role of reminding and supervising safe working procedures but also directly reflecting on shortcomings in working conditions, contributing to timely prevention of risks.
Some typical grassroots unions such as Quang Tri Trading Corporation Joint Stock Company, Scavi Quang Tri Company Limited... have done a good job in occupational safety and health, creating a professional, friendly and safe working environment for employees.
The work of propaganda andeducation to raise awareness of occupational safety and health has also received special attention from trade unions at all levels. In addition to using traditional forms such as hanging banners, distributing leaflets, and organizing rallies, units have created many new forms of communication such as competitions for excellent occupational safety and health workers, competitions to learn about the law via social networks, and producing visual propaganda videos. Every year, during the month of action on occupational safety and health, trade unions at all levels in the province coordinate with relevant agencies to simultaneously organize many exciting and practical activities, contributing to spreading awareness of occupational safety to each union member and worker.
One of the notable highlights in recent times is that the trade union has coordinated with employers to organize emulation movements to promote initiatives, improve techniques, innovate technology, improve working conditions, find measures to limit work accidents and occupational diseases; and link occupational safety and health work with patriotic emulation movements, such as "Good workers, creative workers", "Green - clean - beautiful, ensuring occupational safety and health".
Through these movements, many technical innovation initiatives have been applied to production practices, both improving labor productivity and ensuring safety, minimizing incidents. Many businesses have included labor safety criteria in internal competition evaluation, promptly rewarding groups and individuals who perform well in the process, contributing to forming a proactive awareness of risk prevention throughout the unit.
In the context of Quang Tri province promoting the development of modern industry and attracting investment in the Southeast Quang Tri Economic Zone, Quang Tri Industrial Park, Quan Ngang Industrial Park... the requirements for occupational safety and health are increasingly high. That requires the trade union organization to continue to innovate the content and methods of operation in a more professional and effective direction.
Trade unions at all levels need to strengthen supervision of labor law enforcement in enterprises, especially in the non-state sector; promote the application of information technology in management and dissemination of occupational safety and health; incorporate occupational safety and health content into collective labor agreements, and further improve the quality of negotiation and dialogue in the workplace.
According to the Provincial Federation of Labor, in recent times, trade unions at all levels in the province, together with functional agencies, have made efforts to further improve the quality of occupational safety and health work, striving to achieve the set goals of reducing the frequency of fatal occupational accidents by 3.5% by 2025, increasing the number of establishments with occupational environment monitoring by 5%; 90% or more of those working in management, directing and organizing the implementation of occupational safety and health work are trained to improve their capacity in occupational safety and health; over 80% of employees working in occupations and jobs with strict requirements on occupational safety and health are trained in occupational safety and health; over 90% of people with occupational accidents and diseases are entitled to compensation and allowances according to the provisions of law; 100% of fatal occupational accidents are reported, investigated and handled according to the provisions of law.
