Cam Ranh Border Guard Station: Many solutions to prevent and combat IUU fishing

With many drastic and creative solutions, Cam Ranh Border Guard Station is synchronously implementing measures to propagate, inspect, control, prevent and combat illegal, unreported and unregulated (IUU) fishing. In particular, propaganda and dissemination of laws are identified as important solutions to help fishermen change their awareness and actions in complying with regulations against IUU fishing.

Strengthen propaganda work

Cam Ranh Border Guard Station is located in a key area, with many aquaculture, exploitation and seafood processing areas, with more than 700 fishing vessels; Da Bac fishing port is one of the three type I fishing ports of the province. Recognizing the important role of propaganda work, the station determined that this is a solution that brings long-term effectiveness, helping fishermen exploit seafood in accordance with the law. Officers and soldiers also understand the characteristics of offshore fishing, so as soon as fishing boats dock at the port, they often take the opportunity to encourage, inquire about the situation and propagate and disseminate the law to fishermen. The unit also strengthens the work of monitoring, grasping the situation, strictly managing cases of fishing boats with "high risk" of violating foreign waters to have measures to prevent violations. In addition, regularly updating data on fishing boats operating offshore, in border areas, overlapping areas to proactively connect information, promptly prevent violations. This will help fishermen understand the behaviors to avoid violations as well as the serious consequences that the country will face if it fails to overcome the "yellow card" from the European Commission (EC).

Lieutenant Colonel Vu Van Hung - Head of Cam Ranh Border Guard Station said: "Determining propaganda work as an important solution, the root to change fishermen's awareness, bringing long-term effectiveness, in recent times, the unit has regularly organized in many practical forms. In addition to direct propaganda to fishermen, the unit uses diverse media such as distributing leaflets, billboards, posters, propaganda through loudspeakers at the port, broadcasting on patrol boats, even using social networks to propagate to groups of young fishermen... Thanks to the creative, flexible and practical way of doing things, the unit's propaganda activities have received positive responses from fishermen".

Check, strictly control, prevent violations from the root

Along with propaganda, the unit always focuses on patrolling, checking and controlling. Every day, at Ba Ngoi Border Control Station, the work of checking and controlling documents, registration, inspection, and fishing licenses of each fishing vessel is strictly implemented. For vessels over 15m, the unit pays special attention to checking the signals of the voyage monitoring device (VMS), ensuring that the vessel operates in the permitted sea area and does not disconnect illegally. Violating vessels are strictly handled. In addition, the unit also always creates favorable conditions for administrative procedures, helping fishermen feel secure when going offshore.

In patrolling, inspecting, controlling fishing vessels entering and leaving ports and monitoring fishing vessel activities at sea, the unit focuses on groups of subjects at high risk of violating IUU fishing to coordinate inspection, examination and control activities from departure to arrival at port, ensuring transparency of seafood origin and compliance with current legal regulations, strictly handling violations.

In the context of Vietnam preparing to welcome the 5th EC inspection delegation to inspect the fight against IUU fishing, the Cam Ranh Border Guard Station has stepped up propaganda, inspection and control work. Lieutenant Colonel Vu Van Hung added: “In the coming time, the unit will continue to deploy a peak period, increase patrols, control, monitoring, grasp the situation, and strictly manage cases of fishing vessels with a “high risk” of violating foreign waters to have measures to deter, remind, and resolutely not allow fishing vessels to leave port to operate at sea without sufficient procedures, documents, and equipment according to regulations and strictly handle violating fishing vessels, leading to an end to the situation of fishing vessels and fishermen violating the law and violating IUU fishing”.

With the synchronous implementation of measures, Cam Ranh Border Guard Station has been joining hands and contributing efforts with local Party committees, authorities, departments, branches and organizations, determined to join the whole country in soon removing the EC's "yellow card" for Vietnam's seafood industry.
