Foreign affairs this week: President attends 3rd meeting of APEC Business Advisory Council; 1st Congress of Party Delegates of Ministry of Foreign Affairs

High-level diplomacy

On July 16, President Luong Cuong attended and delivered a speech at the opening session of the 3rd Meeting of the APEC Business Advisory Council (ABAC III) in 2025 and related events. The ABAC III Meeting took place from July 15-18, organized by the Vietnam Federation of Commerce and Industry (VCCI), ABAC Vietnam in coordination with the People's Committee of Hai Phong City, with the participation of about 200 international and Vietnamese delegates, including ABAC members who are leaders of corporations, leading enterprises, trade and investment promotion organizations from 21 APEC economies , assistants and international guests. Within the framework of the Meeting, on July 15, President Luong Cuong received Mr. Hyun Sang Cho, Chairman of the APEC Business Advisory Council 2025 , Vice Chairman of Hyosung Group of Korea and typical ABAC members in the group of 21 APEC economies.

Last week, Vietnamese leaders sent congratulatory messages on the occasion of the 236th anniversary of the National Day of the French Republic (July 14, 1789 - July 14, 2025); the 55th anniversary of the establishment of diplomatic relations between Vietnam and Sri Lanka (July 21, 1970 - July 21, 2025); the 194th anniversary of the National Day of the Kingdom of Belgium (July 21, 1831 - July 21, 2025); Ms. Yulia Svyrydenko was elected Prime Minister of Ukraine ; Mr. Cho Hyun was appointed Minister of Foreign Affairs of South Korea .

Attending and giving a speech at the 1st Congress of the Party Committee of the Ministry of Foreign Affairs for the 2025-2030 term, which opened on July 15 , Politburo member, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh affirmed that the diplomatic sector must continue to promote its pioneering, important, and core role in implementing the foreign policy of independence, self-reliance, diversification, and multilateralization, being a good friend and reliable partner with all countries, and being an active and responsible member of the international community, for the goal of peace, cooperation, and development...

Held on the occasion of the 80th anniversary of the establishment of the Vietnamese Diplomatic Service (August 28, 1945 - August 28, 2025), the Congress was attended by Party Central Committee member, Deputy Prime Minister, Party Secretary, Minister of Foreign Affairs Bui Thanh Son ; representatives of leaders of central departments, ministries and branches; Leaders and former Leaders of the Ministry of Foreign Affairs; and nearly 300 delegates representing more than 12,000 party members in the Party Committee of the Ministry of Foreign Affairs.

Receiving Mr. Masayuki Omoto, General Director of Marubeni Corporation (Japan) on July 14, Prime Minister Pham Minh Chinh assessed that the Vietnam-Japan relationship is at its best stage ever, the two economies have complementary strengths, Vietnam has a young population, abundant human resources, located in Southeast Asia, a growth center with a large market; this is an opportunity for Japanese investors in general and Marubeni in particular.

Prime Minister Pham Minh Chinh signed the Decisions to establish and promulgate the operating regulations of the APEC 2027 National Committee . The National Committee is chaired by Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son. Vice Chairmen of the National Committee include: Deputy Minister of Foreign Affairs Nguyen Minh Hang (Permanent Vice Chairman); Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan.


Activities of Deputy Prime Minister and Minister of Foreign Affairs

On the occasion of the 1st Congress of the Party Committee of the Ministry of Foreign Affairs for the 2025-2030 term, Comrade Bui Thanh Son, Member of the Party Central Committee, Deputy Prime Minister, Party Secretary, Minister of Foreign Affairs, wrote an article "Promoting the new role and mission of the Party Committee of the Ministry of Foreign Affairs in the era of national growth" .

On the occasion of Mr. Cho Hyun's appointment as Minister of Foreign Affairs of the Republic of Korea , on July 18, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son sent a congratulatory message.

On July 17, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son received Minister of State of the Ministry of Foreign Affairs and International Cooperation of Cambodia Ung Rachana on the occasion of attending the 9th Political Consultation between the two Ministries of Foreign Affairs of Vietnam and Cambodia. The Deputy Prime Minister and Minister suggested that both sides pay attention to promoting the work of land border demarcation and border management; and promoting connectivity in transport, border gates, tourism and people-to-people exchanges.

Attending and handing over the decision to appoint Comrade Dang Hoang Giang to continue holding the position of Deputy Minister of Foreign Affairs on July 17, Deputy Prime Minister and Minister Bui Thanh Son expressed his belief that in his new position, Comrade Dang Hoang Giang will continue to promote his capacity, experience and dedication to work with the Ministry's leadership to effectively implement the foreign policy of independence, self-reliance, multilateralization, diversification and deep international integration for the benefit of the nation and people; promoting the tradition of "bamboo" diplomacy, resilient, soft but firm, meeting the requirements of the new situation.

On July 15-16, the Party Committee of the Ministry of Industry and Trade held its 1st Congress of Delegates for the 2025-2030 term . On July 16, Member of the Party Central Committee, Member of the Standing Committee of the Government Party Committee, Deputy Prime Minister Bui Thanh Son attended and delivered a speech directing the Congress.


Bilateral diplomacy

Implementing the agreement between the two Foreign Ministries of Vietnam and Cambodia, on July 17, Party Central Committee member, Deputy Foreign Minister Nguyen Manh Cuong and Cambodian Minister of Foreign Affairs and International Cooperation Ung Rachana co-chaired the 9th Political Consultation . At the meeting, the two sides informed each other about the situation in each country, reviewed the results of the implementation of agreements and instructions of the two countries' senior leaders; and exchanged measures to promote cooperation in the coming time as well as regional and international issues of mutual concern.

Receiving Mr. Wei Ran, Director of the Foreign Affairs Office of the Guangxi Zhuang Autonomous Region, China on July 15, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu affirmed that the working trip has made an important contribution to implementing the results of the extremely successful visit to Vietnam by Secretary of the Guangxi Zhuang Autonomous Region Party Committee Chen Gang in February this year.

On July 18, Deputy Foreign Minister Dang Hoang Giang received Moroccan Ambassador Jamale Chouaibi, Swiss Federal Charge d'Affaires to Vietnam Aldo de Luca and had a phone call with Senegalese Ambassador to Malaysia and concurrently to Vietnam Abdoulaye Barro. The Ambassadors agreed to continue to closely coordinate with agencies and units of the Ministry of Foreign Affairs, the National Assembly agencies of the two countries and relevant ministries and sectors to promote and carefully prepare for the working trip of the National Assembly Chairman, ensuring the success of the working trip.

Receiving Azerbaijani Deputy Foreign Minister Elnur Mammadov on July 18, Deputy Foreign Minister Le Thi Thu Hang acknowledged Azerbaijan's efforts in supporting the safe evacuation of Vietnamese citizens from Iran to Azerbaijan and organizing the Vietnamese Cultural Days in Baku, and affirmed that the Vietnamese Ministry of Foreign Affairs will actively coordinate with the Azerbaijani Ministry of Foreign Affairs to further deepen the strategic partnership between the two countries in the coming time.

On July 16, Deputy Minister Le Thi Thu Hang led a delegation from the Ministry of Foreign Affairs to work with the People's Committee of Dak Lak province to strengthen coordination in foreign affairs, including work on overseas Vietnamese (OVs).

In a meeting with Dr. Mansour Ali Saeed Bajash, Deputy Minister of Foreign Affairs and Yemeni Expatriates on July 17, Deputy Foreign Minister Nguyen Minh Hang congratulated the Yemeni Government on establishing the Presidential Council, opening up prospects for peace and stability for the country. The two sides agreed to identify a number of priority areas for cooperation in the coming time, including promoting delegation exchanges, sharing information and cooperation opportunities between the two countries, promoting cooperation to increase trade turnover above the current level of 50 million USD, and cooperating to develop the Halal industry...

On the occasion of the 55th anniversary of the establishment of Vietnam-Sri Lanka diplomatic relations (July 21, 1970 - July 21, 2025) , Vietnamese Ambassador to Sri Lanka Trinh Thi Tam shared with The Gioi and Vietnam Newspaper the outstanding achievements of bilateral relations and orientations and measures to strengthen economic and investment cooperation as well as promote people-to-people exchange.

On July 15-16, the Ministry of Foreign Affairs in collaboration with the Vietnam-Australia Center organized a training course on skills in building recommendations and speeches for senior leaders . The training course had the participation of speakers and guests from the Australian Ministry of Foreign Affairs, the Ministry of Foreign Affairs, the Ho Chi Minh National Academy of Politics, and many students from the Ministry of Foreign Affairs, the Ho Chi Minh National Academy of Politics (direct participation) and the Ho Chi Minh City Department of Foreign Affairs (online participation).

Ahead of the working trip of National Assembly Chairman Tran Thanh Man, his wife and the high-ranking Vietnamese delegation to attend the 6th World Conference of Speakers of Parliament in Switzerland; conduct bilateral activities in Switzerland; and officially visit Morocco and Senegal from July 22-30, Deputy Minister Dang Hoang Giang answered the press ; Vietnamese Ambassador to Algeria and Senegal Tran Quoc Khanh, Swiss Ambassador to Vietnam Thomas Gass gave an interview to TG&VN, highlighting the historical significance of the visit as well as the potential for bilateral cooperation in the coming time.


Multilateral diplomacy

On July 17, at the United Nations Headquarters in New York, an event promoting “Multilingualism in Action” was held, chaired by President of the 79th General Assembly Philemon Yang, with the participation of Vice President of the European Parliament and many Ambassadors, Heads of Delegations and representatives of UN member states. At the ceremony, Ambassador Do Hung Viet, Head of the Permanent Delegation of Vietnam to the UN, presented the Vietnamese translation of the Pact for the Future to the President of the UN General Assembly.

To continue preparing for the successful APEC Year 2027, receiving Mr. Eduardo Pedrosa, Executive Director of the APEC Secretariat for the 2025-2027 term on July 14, Deputy Foreign Minister Nguyen Minh Hang proposed that the Secretariat continue to support Vietnam in the process of developing priority contents and topics as well as communication activities, capacity building, especially in promoting APEC's current areas of interest such as innovation, digital transformation, green transformation, artificial intelligence, e-commerce, etc.

From July 14-18, the Ministry of Foreign Affairs delegation led by Deputy Foreign Minister Le Anh Tuan carried out many cooperation activities with United Nations (UN) agencies in Vienna, including the Secretariat of the United Nations Commission on International Trade Law (UNCITRAL), the United Nations Office on Drugs and Crime (UNODC) and the United Nations Industrial Development Organization (UNIDO).


Spokesperson News

At the regular press conference of the Ministry of Foreign Affairs on July 17, Spokesperson Pham Thu Hang informed about the Vietnamese Army inviting countries to send troops to participate in the parade at the National Day celebration on September 2 this year; the detention of more than 140 Vietnamese people involved in online crimes and fraud in Cambodia ; and the case of two Korean women assaulting Vietnamese people at a photo shop.


Other activities

Within the framework of the 6th Global Young Vietnamese Intellectuals Forum 2025 in Hanoi, on July 19, Deputy Foreign Minister Le Thi Thu Hang met with more than 70 delegates who are young Vietnamese intellectuals from 20 countries and territories around the world attending the Forum.

On July 21, the Conference on Dissemination, Legal Education and Training of Legislative Skills for Officials, Civil Servants and Public Employees of the Ministry of Foreign Affairs in 2025 took place. The conference was chaired by Deputy Minister of Foreign Affairs Ngo Le Van, with the participation of more than 60 representatives of units of the Ministry of Foreign Affairs and legal reporters from the Ministry of Justice, the Ministry of Home Affairs and a number of units of the Ministry of Foreign Affairs, including the Ministry's Office, the Department of Law and International Treaties, the Department of Foreign Affairs and Cultural Diplomacy.

On July 18, Deputy Foreign Minister Ngo Le Van attended and delivered the opening speech at the People's Foreign Affairs Information Conference . Organized periodically by the Central Foreign Affairs Commission since 2017, after the Ministry of Foreign Affairs took over the functions and tasks of the Central Foreign Affairs Commission, the People's Foreign Affairs Information Conference continued to be deployed to provide updated information on the world and regional situation, the Party and State's policies related to foreign affairs in general and People's Foreign Affairs in particular.

On July 16, the Ministry of Foreign Affairs coordinated with the Embassy of Thailand in Vietnam and Hung Yen province to organize the Business Forum “Thailand Connection in Hung Yen 2025” . This forum continued the success of the “Meet Thailand” event series, realizing the commitment between the senior leaders of Vietnam and Thailand in May this year after the two countries upgraded their Comprehensive Strategic Partnership, focusing on implementing the “Three Connections” Strategy including: Connecting supply chains; connecting businesses and localities of the two countries; connecting sustainable growth strategies.

Last week, The World and Vietnam Newspaper had a special series of articles in memory of Ambassador Nguyen Thi Nguyet Nga - an outstanding female diplomat of Vietnam.
