Technology businesses and the bottlenecks that need to be solved

(PLVN) - The Government is placing great expectations on science and technology as a new growth driver, when proposing to increase spending to 3% of total budget expenditure in 2025 and towards 2% of GDP in the 2020-2030 period. Although this is an unprecedented resource, according to technology businesses, for these resources to be truly effective, the core is to "remove" bottlenecks from practice.

Fragmented data - hinders direction and management

Mr. Le Hong Quang - General Director of MISA Joint Stock Company shared that MISA is proud to be both a private enterprise and a company developing solutions to support private enterprises in digital transformation - this is a large market. For MISA, the "four pillars" create great opportunities to accelerate innovation, expand investment in research and development of platform technologies such as AI, Big Data, cloud computing and SaaS solutions to serve diverse customer groups.

Mr. Quang affirmed that Resolution 66-NQ/TW dated April 30, 2025 and Resolution 68-NQ/TW dated May 4, 2025 of the Politburo create prerequisites for enterprises to focus resources on innovation, enhance competitiveness and build specialized support policies, helping each group maximize its strengths and role in the economic value chain. However, for these Resolutions to come into effect, the core is to remove existing bottlenecks in management, production and business practices.

As a pioneering technology enterprise in digital transformation for the country, MISA makes a number of proposals so that enterprises can have a truly favorable business environment and be given maximum conditions for development.

Accordingly, Mr. Le Hong Quang said that it is necessary to remove data bottlenecks - Connecting national data. Currently, data between ministries, branches, localities and enterprises is still fragmented, causing great obstacles to decision-making and management. MISA recommends promoting the construction of a national shared data system on a cloud computing technology platform, allowing enterprises and management agencies to selectively exploit and ensure security. In addition, it is necessary to standardize and connect enterprise - State data, helping to reduce procedures, save time for enterprises and increase transparency in management.

Next, it is necessary to popularize technology for small and medium enterprises (SMEs). This is one of the "bottlenecks" that need to be prioritized to be resolved. Vietnam has up to 97% of enterprises in the small and medium group, but many units still do not have enough capacity to access modern technology. MISA recommends that technology enterprises accompany the State in popularizing financial, human resources, and business management platforms... with reasonable costs and friendly interfaces, easy to deploy in all fields. At the same time, it is necessary to develop provincial-level digital transformation support centers, where SMEs can receive practical advice and guidance on how to apply software to production and business.

In addition, MISA recommends that the State increase focused financial support, especially for technology enterprises and innovative startups. Credit packages need to target specific sectors, according to the value chain, to optimize capital use efficiency. Along with that is the coordination to build digital skills training programs, knowledge of AI, big data, digital governance, thereby improving internal strength and adaptability for enterprises in the digital age.

Businesses don't want to hear vague slogans…

Digital transformation cannot be done overnight. However, with proactive participation from businesses, along with the right policies and effective implementation, Vietnam can completely form a comprehensive innovation ecosystem - where technology businesses are the core of growth, not only for the digital industry but for the entire economy.

According to many businesses, Vietnam is showing many positive signs from reform policies, but to truly transform, more institutional commitments and concrete actions are needed. From a realistic perspective from the business community, especially the technology and innovation sector, bottlenecks in data infrastructure, legal environment and implementation methods are still barriers that need to be removed...

Mr. Nguyen Van Hieu - CEO of Vietnam Media and Technology Joint Stock Company (AI Group) emphasized: "The common phenomenon is that policies are very progressive on paper, but implementation at the local level is stagnant due to lack of guidance or officials are afraid of responsibility". This reality has persisted for many years, causing many businesses to become frustrated and lose faith in reform commitments. Therefore, AI Group proposes that it is necessary to issue clear implementation guidelines, along with a strict monitoring mechanism and periodic public disclosure of the implementation of Resolutions 66 and 68 in each locality. Only when businesses see specific results - not just hear vague slogans - will they be bold enough to invest, innovate and expand their business activities.

Specifically, for these Resolutions to be effective, Mr. Hieu said that there are 3 key factors, including: “Must be implemented synchronously at the local level - avoiding the situation of "above is clear - below is blocked", some places do well, some stagnate due to lack of guidance or officials are afraid of responsibility. Digital transformation must be a change in management thinking, not just "computerizing" old procedures but needing to comprehensively redesign the process, from root to tip. In addition, it is necessary to strengthen the feedback mechanism and substantive monitoring from the business side - ensuring that the voice of the business community is not only recognized but also handled promptly".

According to Mr. Hieu, to be in line with the spirit of Resolution 68 - putting enterprises at the center of reform - it is necessary to comprehensively redesign procedures according to a "zero-based" mindset, starting from zero. It is necessary to ask questions about each process and each stage whether it is still really necessary or not. At the same time, it is necessary to build a system to receive and process feedback from enterprises, with a commitment to respond specifically and within a certain time limit. This not only creates trust but also helps ministries and branches have real data to improve policies.

In addition, Mr. Hieu said that no enterprise wants to invest long-term if the legal environment is unstable. The situation of changing policies in the middle, "unofficial" costs and inconsistency in the approval and licensing process... are the main reasons that reduce the competitiveness of domestic private enterprises.

Therefore, the State needs to improve the mechanism to protect investors, ensure the predictability of policies and minimize arbitrary intervention from enforcement agencies. At the same time, it is necessary to increase transparency in bidding, licensing and resource allocation activities (land, credit, etc.), along with tightening overlapping inspections that cause trouble for businesses.

Businesses do not require every procedure to be perfect from the start. They need to see that when they encounter difficulties, there will be someone to listen; when there is feedback, there will be someone to act. That is what creates trust and guides investment, innovation, and creativity.

Innovation cannot be separated from resources. Therefore, preferential financial programs need to be designed to be practical, according to industry characteristics and operating models. The State needs to promote focused financial support programs for technology enterprises and small and medium-sized enterprises starting up creative businesses, in order to remove capital bottlenecks - one of the biggest barriers today. At the same time, the State should coordinate with reputable organizations and enterprises such as MISA to develop training programs on digital skills, knowledge of AI, big data, and digital governance to improve the internal capacity of enterprises.

However, to truly turn “bottlenecks” into “breakthroughs”, we believe that three more key factors are needed, including: Synchronous implementation at the local level because although the central government has given clear instructions, the actual implementation at the local level is still different, some do well, some are still stagnant; Digital transformation is not just a tool but a mindset: Many localities and ministries “digitize paperwork” instead of improving core processes - this creates more procedures instead of shortening them; The feedback and monitoring mechanism for businesses needs to be more practical: Businesses need an effective channel to receive feedback, to be listened to and handled promptly - not just a formality”.
