Central interdisciplinary working group surveys the implementation of administrative unit arrangement at district and commune levels in Ninh Binh

On the morning of August 26, the Central Inter-sectoral Working Group led by Mr. Nguyen Duy Thang, Deputy Minister of Home Affairs , had a working session with the People's Committee of Ninh Binh province to survey the implementation of the arrangement of administrative units at district and commune levels in the 2023-2025 period in the province.

Receiving and working with the delegation were comrades: Tong Quang Thin, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Nguyen Cao Son, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of a number of departments, branches, districts and cities.

Implementing the conclusions of the Politburo , the Resolutions of the National Assembly Standing Committee and the Government, the Provincial Party Committee and the Provincial People's Committee have issued documents to lead, direct and implement the work of rearranging administrative units (ADUs) at district and commune levels in Ninh Binh province, period 2023-2030 in accordance with regulations. The dissemination and propaganda work has been promoted with the participation of the entire political system to create high unity and consensus among cadres, party members and people, especially in the communes and districts subject to rearrangement, and related adjacent communes and districts. The development and completion of the overall plan has been carried out in accordance with regulations, in conjunction with a comprehensive study of related tasks and solutions.

The process of organizing the preparation of the Project on the arrangement of administrative units at district and commune levels in the period of 2023 - 2025 in Ninh Binh province in general and the establishment of Hoa Lu city, at the same time arranging administrative units at commune level, establishing wards in particular, ensures objectivity, democracy, publicity, transparency, order and procedures in accordance with the provisions of law. The determination of the names of administrative units formed after the arrangement, the selection of office locations, specific regimes and policies... when implementing the arrangement plan has been widely disseminated and deployed by localities and units among cadres, party members and people of all walks of life, receiving high support and consensus from voters in the area.

On that basis, the Provincial People's Committee completed the Project dossier and developed a plan to arrange district-level and commune-level administrative units in Ninh Binh province for the period 2023-2025 in accordance with regulations, including the establishment of Hoa Lu city on the basis of merging the entire natural area and population size of Hoa Lu district and Ninh Binh city, and at the same time arranging commune-level administrative units and establishing wards. After the arrangement, the province has 7 district-level administrative units including 2 cities and 5 districts, a decrease of 1 unit compared to before the arrangement; 125 commune-level administrative units including 21 wards, 6 towns, 98 communes, a decrease of 18 units compared to before the arrangement...

At the meeting, the survey delegation highly appreciated the determination of the provincial Party Committee and government in implementing Resolution No. 35/2023/UBTVQH15 of the National Assembly Standing Committee. At the same time, they discussed and clarified further: the arrangement of units with special factors; the plan for arranging cadres and surplus public assets after the arrangement; clarifying and ensuring the persuasiveness of commune-level administrative units subject to arrangement but with special factors so it is proposed not to carry out the arrangement; urban planning and classification; clarifying the impacts of the establishment of Hoa Lu city, at the same time arranging commune-level administrative units and establishing wards under their management...

Comrade Tong Quang Thin, Permanent Vice Chairman of the Provincial People's Committee, spoke at the meeting.

Speaking at the meeting, Mr. Tong Quang Thin, Standing Vice Chairman of the Provincial People's Committee, respectfully thanked and accepted the comments and suggestions of the members of the Working Group on the implementation of the arrangement of administrative units in the province. Based on the comments of the Working Group, Ninh Binh province will focus on directing the urgent completion of the Project dossier to ensure brevity, persuasion, and consistency of contents according to the provisions of law as well as practical requirements.

Clarifying the specific factors in the implementation of administrative unit arrangement, emphasizing the viewpoint as well as the political determination of the province in implementing the policy of administrative unit arrangement in the province, the Standing Vice Chairman of the Provincial People's Committee hopes to continue to receive the attention, support and facilitation of the central ministries and branches for the implementation of administrative unit arrangement in the province.

Deputy Minister of Home Affairs Nguyen Duy Thang delivered a concluding speech at the meeting.

Concluding the working session, Deputy Minister of Home Affairs Nguyen Duy Thang highly appreciated the leadership, direction and active participation with high political determination of the Party Committees and authorities at all levels of Ninh Binh province in implementing the policy of arranging administrative units in the period of 2023-2025. Emphasizing the purpose and significance of the arrangement of administrative units, he requested the province to focus on and urgently supplement the content to complete the dossier of the Project on arranging administrative units at district and commune levels in Ninh Binh province in the period of 2023-2025 as required before submitting it to the Government and the National Assembly for consideration and approval. He noted that there is not much time left to submit it to the Government and the National Assembly, so the province must focus highly; at the same time, he requested the specialized agencies of the Central Government to increase support for Ninh Binh province to soon complete the dossier of the Project on arranging administrative units at district and commune levels in the period of 2023-2025 as prescribed.
