At the meeting, the leaders of the Department of Finance reported on the resettlement project of the Ninh Thuan nuclear power plant projects. Specifically, the total area of ​​recovered land is more than 1,130 hectares, of which the total area of ​​2 plants is more than 815 hectares and 2 resettlement areas are 119.25 hectares... ; 1,153 households, with 5,229 people affected. Compensation, site clearance, resettlement and resettlement of the Ninh Thuan nuclear power plant projects are still slow. The Provincial People's Committee is directing the Provincial Investment and Construction Project Management Board, the Provincial Land Fund Development Center, the People's Committees of Phuoc Dinh and Vinh Hai communes (localities where 2 nuclear power plant projects will be implemented) to focus on speeding up the progress of verifying the origin of the land, applying compensation prices for posting and completing procedures, issuing compensation decisions as a basis for payment to households according to regulations. The total cost of implementing the resettlement and site clearance is estimated at VND12,392 billion, of which 100% of the central budget is proposed to be used. To date, the Prime Minister has allocated VND3,236 billion for the project. The Provincial People's Committee proposed that the Ministry of Finance pay attention to advising on the arrangement of the remaining VND9,156 billion.

The Department of Finance also reported a preliminary list of key, inter-regional projects proposed by the locality in the period of 2026 - 2030, such as: Inter-regional transport infrastructure project connecting Ca Na general seaport to the provinces of the Southern Central Highlands; Dynamic route project connecting the North-South expressway - Thanh Son airport to the national tourist area of ​​Ninh Chu; Coastal route project from DT.651 to Van Ninh commune; Coastal route project connecting Cam Ranh to South Khanh Hoa and a number of other key, inter-regional projects proposed for central budget support for implementation in the period of 2026 - 2030.

Regarding the implementation of the two-level local government, the province recommended to the working group to propose the Central Government to urgently issue a decision approving communes in extremely difficult areas; continue to organize training courses for commune-level officials in handling online public services; unify the reception, processing and return of results of administrative procedures for business households and cooperatives on a software system to limit processing time and synchronize the process of tracking records...

At the meeting, the leaders of the Provincial People's Committee proposed that the working delegation report to the Prime Minister, ministries and central branches to guide the determination of safe distances, works and activities allowed to exist within the safe radius of the nuclear power plant; separate the nuclear power plant resettlement project into an independent project to speed up the completion of site clearance in 2025; continue to pay attention to allocating capital for projects...

Concluding the meeting, Deputy Minister Nguyen Duc Tam highly appreciated the province's efforts in implementing the two-level local government; at the same time, he shared the current difficulties and obstacles. He assigned the Department of Local Economy and Territory to summarize the difficulties and obstacles of the locality; pay attention to and arrange training courses for officials doing business registration at the commune level, with a specific handbook in the direction of "holding hands and showing work". The province needs to include the plan to build a new office building to serve the two-level local government in the medium-term public investment plan.

Regarding the resettlement and resettlement projects of nuclear power plant projects, Deputy Minister Nguyen Duc Tam emphasized that localities need to consider these as key national projects and be more determined and make more efforts in site clearance and resettlement. The Provincial People's Committee directed specialized departments and branches to advise on supplementing specific mechanisms and policies for the project, especially resettlement implementation, shortening any procedures that can be shortened; at the same time, review to see if the project has any remaining problems to report to the Ministry of Finance for synthesis and report to the Steering Committee for the construction of nuclear power plants. He also assigned to allocate sufficient state budget capital to localities to implement nuclear power plant projects and requested the province to review and recalculate the capital structure for medium-term projects...
