Dien Bien - a land with great potential for community tourism development
In order to promote the development of community tourism, the People's Committee of Dien Bien province has recently issued Plan No. 3431/KH-UBND on implementing the Project on developing community tourism in Dien Bien province.
The plan is an activity to deploy and concretize the contents of Decision No. 3222/QD-BVHTTDL; Dien Bien Provincial Planning for the period 2021-2030, vision to 2050 and Dien Bien Province Tourism Development Project to 2025, orientation to 2030 in Dien Bien province.
In particular, building and developing community tourism in Dien Bien province aims to promote the value of natural resources, historical relics, and scenic spots; preserve and promote the traditional cultural identity of ethnic minorities. Gradually forming a complete and effective model of community tourism for replication.
Developing community tourism is associated with promoting progress and social equity. Effectively exploiting the potential, strengths, resources and characteristics of each locality; ensuring harmonious sharing of benefits among participating parties, improving the material and spiritual life of the people.

Unifying awareness and viewpoints on linking community tourism development with new rural construction, improving people's lives; promoting the movement of building rural economy, contributing to hunger eradication and poverty reduction; supporting access to resources and public services for ethnic minority areas, contributing to making community tourism a complete and key product in the tourism product system of Dien Bien province.
Developing community tourism products and services associated with preserving and promoting the fine traditional cultural values of ethnic groups and developing cultural industries in the area; forming unique characteristics of each locality associated with the actual experiences of tourists; forming a coordination mechanism to enhance promotion, trade and tourism promotion, boosting the export of cultural industrial products; building and developing the community tourism brand of Dien Bien province to participate deeply in the chain of cultural products and services domestically and internationally.
Gradually diversify and improve the quality of community tourism services in a sustainable manner; preserve and develop traditional occupations, improve the livelihoods of ethnic minority people in the area.

Accordingly, by 2030, Dien Bien province strives to have 7 community tourism spots in the area recognized as tourist spots; 1 community tourism spot certified to meet ASEAN community tourism standards.
Community tourism sites preserve, maintain and promote the values and good traditional cultural identities of local ethnic groups; 100% of community tourism sites have community activity houses; 100% of community tourism sites have regular and effective mass art troupes.
At least 70% of owners and operators of community tourism activities are trained in tourism management; 60% of community tourism workers are trained and improved in their professional skills and tourist service skills, of which at least 50% are female workers.

Developing tourism associated with cultural preservation and environmental protection
Every year, focus on organizing training courses, professional development on community tourism development, skills in welcoming and serving tourists; guiding skills; civilized tourism communication and behavior skills; teaching about preserving intangible culture, collecting, restoring, preserving, conserving traditional crafts, promoting intangible culture, preserving festivals at community tourism sites.
Strive to have at least 5 models of community tourism chains associated with new rural construction; strive to have at least 10% of craft villages in the area with products recognized as OCOP products associated with community tourism development.
50% of community tourism spots are recognized as tourist spots, OCOP products, introduced and promoted on media channels, digital platforms and have at least 5 community tourism spots digitized.
Community tourism spots welcome and serve 15-20% of the total number of tourists to Dien Bien province. Implement investment support to build Na Su village, Muong Cha commune to become a typical community tourism model.

To effectively implement, the People's Committee of Dien Bien province has set specific tasks, focusing on effectively implementing Projects and Resolutions, and at the same time organizing propaganda and education to raise awareness in the community.
In particular, focus on improving the quality of community tourism products and services, developing community tourism models to learn about the cultural identity of ethnic groups, preserve and promote intangible cultural values, types of folk songs, dances, and music; enjoy the typical culinary culture of ethnic groups, OCOP products. Actively attract investment to develop eco-tourism products - explore on the basis of exploiting the strengths of the ecosystems of forests, rivers, lakes, and scenic spots in the area.
Effectively implement resolutions, projects, and long-term plans on preserving and promoting cultural identities and fine traditions of ethnic groups associated with tourism development; building new rural areas associated with rural tourism; developing cultural industries in Dien Bien province.
In addition, investing in synchronous development of tourism infrastructure, especially the transportation system connecting with community tourism destinations; tourist accommodation establishments, restaurants, entertainment and shopping areas; and encouraging organizations, individuals and households to participate in investing in infrastructure and technical facilities to serve the development of community tourism in the locality; at the same time, promoting and attracting businesses and corporations to invest in large projects to create a chain of community tourism products that are competitive enough in the Vietnamese tourism market.
Focus on guiding community tourism sites that are eligible for recognition as tourist sites and OCOP products to build dossiers to request recognition as tourist sites and OCOP products on tourism services and community tourism sites. Organize activities to link, promote and advertise community tourism in various contents and forms. Support travel businesses and domestic and international tourists to easily access official information about tourism in Dien Bien province.
In particular, the People's Committee of Dien Bien province requires units and localities to strengthen the integration of investment policies, support the development of community tourism and effectively use capital sources. Investment in infrastructure and facilities, market expansion, promotion activities, product development linkages, and improvement of human resource quality must be associated with the preservation of traditional culture, protection of resources and the environment.
