Proposal not to hold state funeral for high-ranking officials who have committed violations

The Ministry of Culture, Sports and Tourism is seeking comments on the Draft amendment and supplement to Decree 105/2012/ND-CP on organizing funerals for officials, civil servants and public employees, which includes many new regulations.

The draft stipulates that the subjects are officials who are holding or no longer holding one of the positions of General Secretary, President, Prime Minister, Chairman of the National Assembly, when they pass away, they will be given a state funeral. For other high-ranking officials who have made great contributions and merits to the revolutionary cause of the Party, State and people, and have great prestige domestically and internationally, the organization of a state funeral will be carried out according to the decision of the Politburo .

At the same time, the Ministry of Culture, Sports and Tourism also proposed to supplement Clause 3, Article 5 on organizing high-level funerals for deceased officials under the management of the Politburo and Secretariat, who were dismissed from their positions, retired from work, retired before the prescribed age, or retired according to regulations due to violations or shortcomings.

Specifically, Clause 3 stipulates: "In the case of a deceased person holding one of the positions specified in Clause 1 of this Article (Article 5) who is dismissed from office, retired from work, retired before the prescribed age, or retired according to regulations due to violations or shortcomings, the funeral will be organized in the form of a high-level funeral". According to Article 5 of Decree 105/2012/ND-CP, officials holding or no longer holding one of the following positions: General Secretary, President, Prime Minister, or Chairman of the National Assembly , when they pass away, will be organized a state funeral.

Also in the draft, the Ministry of Culture, Sports and Tourism proposed to add some contents such as encouraging the restriction of the use of glass windows on coffin lids, moving towards using coffins without glass windows; limiting the sprinkling and scattering of votive paper; encouraging organizations and individuals to use rotating wreaths during funerals...
