At the conference, delegates discussed and assessed: In the period of 2018-2025, the Party Committee of the Military Medical Academy led, directed and organized the implementation of Resolution No. 915-NQ/QUTU, achieving important results in innovating the financial management mechanism. The Party Committee of the Academy issued Resolution 583-NQ/DU on leading innovation in the work of budget preparation and allocation; allocation and payment and settlement of the State budget according to the mechanism of "Innovation in Military financial management in the period of 2018-2025 and the following years".

On the basis of thoroughly understanding the resolutions, regulations, plans and instructions of superiors on financial and budgetary work, the Academy has issued regulations, directives and implementation plans to ensure strict, timely, comprehensive, principled, democratic, public and transparent implementation, absolutely not allowing corruption, waste and negativity to occur.

Through discussion and concluding remarks at the conference, Lieutenant General, Associate Professor, Dr. Nghiem Duc Thuan assessed that in recent times, the Party Committee of the Military Medical Academy has led the mobilization of budget resources for investment in construction and purchase of technical equipment for education and training, scientific research, medical examination and treatment. The budget allocation work has a focus, key points, in order of priority, meeting the requirements for performing regular and ad hoc tasks. The management and implementation of budget estimates have been consistent, flexible, close, and drastic. The implementation of budget expenditures and use has been closely inspected and monitored, and the reporting regime at budget-using units has been strictly followed, and no expenditures have been made in excess of the permitted resources or in violation of regulations. The work of building and perfecting the military financial management mechanism has been consistent with the State's financial management mechanism and the characteristics of the organization and operation of the Academy...

In the period from 2018 to present, Military Hospital 103 and Le Huu Trac National Burn Hospital have implemented solutions and effectively organized revenue-generating activities, strictly managed revenue sources and used funds reasonably, ensuring savings. The autonomy rate of regular expenditures has reached over 110%.

Lieutenant General, Associate Professor, Dr. Nghiem Duc Thuan emphasized: The Party Committee Standing Committee has closely and effectively led and directed the inspection, examination and supervision of financial work at all levels, focusing on revenue-generating activities and large and complex expenditures. The Party Committee of the Academy has issued an annual Program on practicing thrift and combating waste; led the construction and consolidation of the Finance Department; promoted public finance reform; built good financial management, and a strong Academy finance sector.

Regarding the direction, goals and tasks in the coming time, the Party Committee of the Military Medical Academy determined to continue to thoroughly grasp and seriously implement the resolutions and directives of the Central Military Commission and the Ministry of National Defense on financial work. Improve the leadership capacity of the Party Committee, the management and operation of the commander; mobilize all financial resources, manage and use them strictly and in accordance with principles, ensure good performance for all regular and unexpected tasks, prevent loss, waste and negative use of money and assets of the State, the Army and the Academy; strive for the Academy to achieve the title of "Good Financial Management Unit".

On this occasion, the Military Medical Academy awarded 4 groups and 33 individuals with outstanding achievements in financial management.
