Mr. Ho Tan Minh also said that this year's graduation exam in Ho Chi Minh City had nearly 100,000 candidates taking the exam. In the Literature exam according to the 2018 generaleducation program, there were 96,498 candidates taking the exam, 276 were absent, accounting for 99.71%. With the 2006 general education program, there were 797 candidates taking the exam, reaching 100%.

According to the report of this Department, in the 2025 high school graduation exam, the city has 99,578 candidates registered to attend, an increase of 8,891 students compared to the previous year. Of which, 97,940 candidates took the exam under the 2018 General Education Program and 1,638 candidates took the exam under the 2006 General Education Program. Notably, the number of independent candidates increased by 5,000 compared to the previous year.
On the morning of June 26, Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, was present at the examination site of Nguyen Thi Dieu High School (District 3) to encourage candidates and invigilators at this examination site.
"This is the 2025 high school graduation exam, the first graduation exam according to the 2018 General Education Program, but there are still some candidates taking the exam according to the 2006 General Education Program, so the selection of candidates taking the same program at the same testing site must also comply with regulations," said Mr. Hieu.
In addition, Mr. Hieu also emphasized that this year, the City has been operating the exam regulations since the end of May, when schools organized trial exams so that students could experience the format and content just like a real exam.
The city chooses high school and middle school teachers as exam invigilators, but still prioritizes high school teachers who have invigilated mock exams to gain experience in distributing elective subject questions.
This year, the Ministry of Education and Training has released two exam schedules, for candidates taking the exam according to the new 2018 general education program and the 2006 general education program.
The reason there are two exam schedules is because, besides the first candidates graduating from high school under the new program, there are still candidates studying under the old program who need to take the graduation exam to be considered for recognition of high school graduation or to get scores for university admission.
Candidates taking the graduation exam for the first time must take four exams, including Math and Literature. In addition, candidates choose two elective subjects (Chemistry, Physics, Biology, Geography, History, Economic and Legal Education, Information Technology, Technology and Foreign Languages).
Candidates taking the old program will take the Literature, Math, Foreign Language exams, and one of two Natural Sciences (Physics, Chemistry, Biology) and Social Sciences (History, Geography, Civic Education).
According to statistics from the Ministry of Education and Training, the total number of candidates registering for the 2025 high school graduation exam is 1,165,289; an increase of 93,894 registrations compared to last year (in 2024, it was 1,071,395).
Of which, 1,122,507 grade 12 candidates took the exam according to the 2018 general education program (accounting for 96.33%), 42,782 independent candidates (accounting for 3.67%).
