Ba Thuoc Commune Party Committee rises up on the path of innovation

(Baothanhhoa.vn) - Ba Thuoc commune was established on the basis of merging Canh Nang town and two communes of Ban Cong and Ha Trung of the old Ba Thuoc district. This merger is not simply a change of administrative boundaries, but also opens up new space and resources for socio-economic development and improving the lives of local people. In the 2025-2030 term, the Party Committee of the commune sets the goal of building a clean, strong, and people-friendly Party and political system associated with strong digital transformation; promoting cultural values ​​and the strength of national solidarity; effectively exploiting potentials and advantages to serve rapid and sustainable economic development; firmly ensuring national defense and security; striving by 2030, the average income per capita will be in the leading group of mountainous communes in Thanh Hoa province.

Achievements

After the merger, Ba Thuoc commune has a natural area of ​​106.10 km2 and a population of 21,442 people. Looking back at the 2020-2025 term, in the context of many advantages and difficulties intertwined, however, with the attention and support of superiors, especially under the direction of the Party Committee, the administration of the government, the coordination of the Vietnam Fatherland Front, socio -political organizations and the trust and consensus of the business community and the people, the new Ba Thuoc commune has achieved many important results, with comprehensive development. Notably, the economy continues to grow, with the average annual growth rate of product value in the 2021-2025 period reaching 6.84%. More notably, many economic sectors have strongly recovered after the COVID-19 pandemic and developed rapidly in both scale and quality, meeting the increasing needs of the people.

Agricultural, forestry and fishery production has developed comprehensively, with an average product value growth rate of 4.14% per year in the 2021-2025 period. Along with increasing the production value on the annual cultivated area, Ba Thuoc commune has proactively implemented solutions to promote accumulation and concentration for large-scale agricultural production, applying high technology. In the 2021-2025 period, the commune has accumulated 180 hectares of agricultural land, exceeding the set plan by 5.3%.

Industrial production - construction , small-scale industry has developed strongly, the average growth rate of product value in the period of 2021-2025 reached 9.21%/year. In particular, Ba Thuoc commune focuses on developing industries and small-scale industries with advantages in raw materials and competitiveness, such as construction materials production, forest product processing. Although the trade, service and tourism sectors were severely affected by the COVID-19 pandemic, they have recovered strongly, with an average growth rate of 7.52%/year in the period. In particular, e-commerce and digital commerce have initially had positive results. At the same time, some types of experiential tourism are encouraged to develop, such as rafting tourism on Nua stream, Chieng Lau village.

The investment and business environment and investment promotion work in Ba Thuoc commune have been innovated and resources have been fully exploited for development. During the term, the Ba Thuoc Shoe Factory project with a total investment of 236 billion VND, employing more than 3,000 workers, has started construction, expected to create a strong premise for the socio-economic development of the commune in the coming period. Attention has been paid to enterprise development work. By 2025, the commune will have 126 enterprises, reaching 126% of the plan; 7 cooperatives have been established, bringing economic efficiency, contributing to job creation and increasing income for people.

The 2020-2025 term also marks a step forward in the development of the socio-economic infrastructure of Ba Thuoc commune in a synchronous and modern direction. The urban and rural appearance has changed significantly towards civilization and modernity; the traffic infrastructure has been significantly improved, by 2025 the rate of hardened roads in the area will reach 95.5%.

With the characteristics of a mountainous locality with many ethnic minorities living, Ba Thuoc commune focuses on effectively implementing 3 national target programs (NTPs), including: NTP for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030, NTP for sustainable poverty reduction for the period 2021-2025, NTP for new rural construction for the period 2021-2025. The NTPs have been put into practice and promoted effectively, contributing to raising the average income per capita of Ba Thuoc commune to 54 million VND/person, an increase of 19.3 million VND compared to the beginning of the term. At the same time, the old Ban Cong commune and 9 villages have met NTM standards, 1 village has met NTM model standards; 5 products have been recognized as 3-star OCOP products.

Policies for people with meritorious services and social security have been implemented promptly. In particular, implementing Directive No. 42/CT-TTg, dated November 9, 2024, issued by the Prime Minister on accelerating the elimination of temporary and dilapidated houses nationwide and Directive No. 22-CT/TU, dated March 30, 2024, of the Provincial Party Standing Committee on "The campaign to support the construction of houses for poor households, policy households, and households with housing difficulties in the province, in the 2 years 2024-2025", Ba Thuoc commune has deployed support to complete the construction of 418 houses for poor households, policy households and people with housing difficulties, with a total support budget of 29.2 billion VND, reaching 100% of the plan. In recognition of that achievement, in 2025, the People's Committee of Thanh Hoa province proposed that the Prime Minister award a Certificate of Merit to the people and officials of Ba Thuoc commune for their outstanding achievements in the movement to eliminate temporary and dilapidated houses.

The work of building the Party and the political system has been strengthened, demonstrated by the Party Committee of the commune focusing on seriously implementing the directives and resolutions of the Central Committee and the province. Especially the resolutions and conclusions of the 4th Central Committee (term XII) on building and rectifying the Party, associated with studying and following the ideology, morality and lifestyle of Ho Chi Minh. The assessment and classification of Party organizations and Party members are carried out in accordance with the process. Every year, the Party Committee of the commune has 92.3% of grassroots Party organizations and 91.4% of Party members completing their tasks well or better, exceeding the set plan. During the term, the Party Committee of the commune admitted 245 new Party members.

Inheriting and promoting the extremely important achievements in the past term, the Party Committee of Ba Thuoc commune has entered a new stage of development with an important role and mission, integrating into the era of strong growth of the entire nation. The focus is on concretizing the 4 resolutions of the Central Committee, considered the "Quad Pillars" with orientation and guidance to overcome shortcomings and inadequacies, creating a strong driving force for the country to develop.

With the motto of action "Solidarity - Responsibility - Innovation - Development", the Party Committee of the commune sets out 2 key tasks and 2 breakthroughs in the coming term. At the same time, it is determined to strive to complete and exceed 30/30 main targets on economy, culture - society, environment, national defense - security, science and technology, innovation and digital transformation and Party building. To realize the set goals, Ba Thuoc commune strives to effectively implement 6 main groups of solutions, namely promoting the application of science and technology, digital transformation, strengthening administrative reform, improving the effectiveness of law enforcement, building a proactive government to serve people and businesses. Mobilizing and effectively using economic resources, developing the private economy; forming new growth drivers, ensuring the completion of growth rate targets. Promote economic restructuring, associated with promoting local potentials and strengths in all fields, meeting the goal of rapid and sustainable economic development, contributing to the whole province in achieving the economic growth target for the period 2026-2030 of 11% or more. Improve the quality of cultural and social activities, promote fundamental innovation in education and training, improve the quality of human resources; focus on solving social issues, improving the quality of people's lives. Strengthen management, exploitation, effective and sustainable use of resources, minerals, environmental protection; proactively prevent, combat and mitigate natural disasters, effectively respond to climate change. Strengthen national defense and security, ensure political security, social order and safety, create favorable conditions for rapid and sustainable socio-economic development.

The 1st Congress of the Party Committee of Ba Thuoc Commune, term 2025-2030, marked an important turning point, affirming the comprehensive and strong development of a Party Committee established on the basis of rearranging and reorganizing administrative units. The aspiration to rise, the will to unite and the steadfast belief of the entire political system and the people are the great source of strength for the locality to strive to have an average income per capita in the leading group of mountainous communes in the province by 2030.

Hopefully and believe that, with the Party's correct leadership, solidarity, unity, and determination of the Party Committee, the government, and the people of all ethnic groups in the commune, in the coming term, Ba Thuoc commune will rise strongly on the path of innovation, making it a truly politically strong, economically strong, culturally developed, and stable unit in terms of national defense and security; creating a strong driving force towards the goal of building a democratic, prosperous, civilized, and developed society with the whole country.
