“Non-territorial” is a method of handling administrative procedures that does not depend on the place of residence or administrative boundaries of citizens and organizations. Accordingly, people can submit documents and receive results at any Public Administration Service Center in the whole province without being bound by administrative units. The implementation of this solution requires careful preparation of institutions, internal processes, technical infrastructure and system operation capacity of cadres and civil servants at all levels.
The Provincial Public Administration Service Center has chaired the review and proposed a list of administrative procedures eligible for implementation under the "non-territorial" model. Specifically, out of a total of 1,823 administrative procedures currently being applied in the province, 1,509 procedures have been proposed to be implemented under the "non-territorial" method, accounting for 83%. Of these, 1,255 procedures are under the jurisdiction of the provincial level and 254 procedures are under the commune level.
The selection of “non-territorial” procedures is not carried out mechanically but is carefully studied by departments and branches, prioritizing the selection of procedures with high frequency of occurrence, serving the essential needs of people and businesses. At the same time, the entire internal process for handling these procedures has also been fully developed, unified and integrated into the new shared administrative procedure handling software system of the province by the Center in coordination with related units.
Mr. Nguyen Gia Long, Acting Head of the System Management and Application Development Department, Provincial Public Administration Service Center, said: “For 83% of the "non-territorial" procedures that will be implemented in the province, departments and branches have carefully reviewed and prioritized the selection of convenient and frequently arising procedures to put into operation. Up to now, the internal processes for these procedures have been built synchronously, ready to be deployed at provincial and commune-level public administration service centers.”
One of the prerequisites for implementing non-territorial administrative procedure settlement is digital infrastructure. In recent times, Quang Ninh province has invested in upgrading and perfecting the electronic software system serving the two-level government model. Up to now, this system has been established at the Provincial Public Administration Service Center and 54 commune-level centers, ensuring the ability to operate synchronously, connect data and clearly decentralize authority to departments and individuals participating in procedure settlement.
All officers and civil servants participating in the process have been given personal accounts to operate directly on the system. During the trial operation, the reception of documents under the jurisdiction of departments and branches has been carried out by commune-level officers and civil servants and electronically transferred to the provincial level smoothly. All statuses of documents from reception to return of results are displayed transparently and clearly on the electronic system, ensuring publicity and easy monitoring.
Along with that, the Provincial Public Administration Service Center is also standardizing and updating the entire list of administrative procedures, including non-territorial procedures, on the National Public Service Portal. This is an important step to ensure that people and businesses can access, learn about and perform procedures conveniently, anytime, anywhere, in accordance with the spirit of "taking people as the center" of administrative reform.
