Reorganizing and streamlining the apparatus is an urgent requirement to build a modern, effective and efficient administration, especially when implementing a two-level government. The process of implementing this historic revolution inevitably requires many cadres, civil servants, public employees and workers who have devoted many years to the apparatus, agencies and units to leave their positions. This is also a great sacrifice of many people for the common good, for the development of their homeland, country, agencies and units.
Understanding and sharing those disadvantages, the Government issued Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP to promptly resolve policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system. This is not only material support, but also a humane message: "Each person leaving their position is an important contribution to the reform journey - and no one is left behind".
In order for these policies and regimes to be promptly implemented, stabilize the lives of cadres, civil servants, and public employees, as well as ensure the progress of streamlining the apparatus of the two-level government, Prime Minister Pham Minh Chinh has just issued Official Dispatch No. 93/CD-TTg requesting ministries, branches, and localities to speed up the implementation of policies and regimes for cadres, civil servants, public employees, workers, and armed forces in the process of restructuring the apparatus of the political system according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP. The Prime Minister requested to review and approve subjects with legitimate aspirations that meet all conditions for timely, quick, and full legal rights handling, and definitely not to impose additional conditions beyond the issued regulations. Ministries, departments, branches and localities shall proactively balance and arrange sufficient funds from the assigned budget and savings (if any) of the agencies, units and budget levels for payment; take full responsibility before the Government and the Prime Minister for resolving policies and payment regimes to ensure timeliness and compliance with regulations. For cases where a decision has been made to resign, the resolution and payment must be completed no later than June 30, 2025. Any competent agency, unit or individual who fails to resolve the matter as planned or allows negative incidents to occur will be handled according to Party regulations and State laws. In case of financial difficulties, promptly report to the Ministry of Finance for synthesis and submission to competent authorities for consideration, handling and resolution.
Implementing the organizational structure arrangement, up to now, the whole country has had more than 23,000 cadres, civil servants, and public employees retire in accordance with regulations such as early retirement, retirement according to position and job requirements, in accordance with the spirit of Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP. However, it is expected that the number of cadres, civil servants, and public employees who continue to apply for retirement in accordance with the regime in the coming time will reach tens of thousands.
In Quang Ninh , the province has reorganized 171 communes, wards and towns into 54 commune-level administrative units including: 30 wards, 22 communes and 2 special zones Van Don and Co To. During the merger and reorganization process, Quang Ninh has resolved policies and regimes for 76/111 cases (51 early retirement, 25 resignations). Currently, localities in the province have registered a list of 806 resignations.
In order to continue to promptly resolve policies for cadres, civil servants and public employees when restructuring the apparatus, the Ministry of Home Affairs requires that policies be quickly resolved and policy payments must be completed before June 30, 2025. One of the key contents when considering and resolving policies and regimes focuses on the following subjects: Less than 5 years to retirement age; not meeting job requirements; not meeting training standards according to professional and technical standards of the current job position; health is not guaranteed, affecting the performance of functions and tasks...
We believe that, with the decisive and timely direction from the Central to the local levels, the regimes and policies for cadres, civil servants, public employees and workers who resign when rearranging and streamlining the apparatus will be resolved on schedule. Thereby demonstrating the timeliness and humanity of the Party, State and Government.
