Despite reaching a record, electricity supply is still guaranteed. Specifically, Mr. Nguyen The Huu - Deputy Director of the Electricity Regulatory Authority (Ministry of Industry and Trade) said that ensuring electricity supply for industry and production is an important task of the Ministry of Industry and Trade. This is a concern of the Government as well as the Ministry of Industry and Trade, so in the past time, Minister Nguyen Hong Dien and the Ministry's leaders have directed the implementation of many solutions to ensure electricity supply.

This year, the growth of electricity is very high, according to statistics as of yesterday (June 18, 2024), the whole country consumed 141.8 billion kWh, equivalent to 45.6% of the plan. Despite reaching a record consumption level, electricity supply is still well ensured. This year there is no shortage of electricity like last year. However, if the peak of hot weather lasts in June and July, the electricity supply situation will also become tense. In addition to solutions from the authorities, departments, branches, and businesses need to share by implementing effective electricity saving.

“In the long term, to ensure electricity supply for production and daily life, the Electricity and Renewable Energy Authority; the Electricity Regulatory Authority under the direct direction of the Minister has developed a direct electricity purchase and sale mechanism DPPA and submitted it to the Government . In addition, the Authority will continue to complete Circulars on grid price framework, waste, biomass, etc.; complete the legal basis for developing electricity sources for production and daily life in the coming time ” - Deputy Director of the Electricity Regulatory Authority added.

Providing additional information on this issue, Deputy Minister Nguyen Sinh Nhat Tan said that the supply of electricity in the context of economic recovery is a great pressure, so the Prime Minister, the Government Standing Committee, and the Ministry of Industry and Trade have prepared to ensure electricity supply after the first quarter and early second quarter of 2024. The Ministry of Industry and Trade has calculated and reviewed that there will basically be no shortage of electricity this year.

"The Ministry of Industry and Trade also organized a delegation to inspect and supervise raw materials from water, coal, and gas. After that, they inspected the operation process and learned from experience for management. At the same time, the leaders of the Ministry of Industry and Trade proposed that the Electricity Regulatory Authority establish a quick response team so that when there is a problem, the electricity supply must be immediately resolved" - Deputy Minister Nguyen Sinh Nhat Tan informed.

Previously, specifically in 2022, due to the impact of COVID-19, production stagnated, so electricity growth was low. However, from 2023 to now, especially in 2024, electricity growth has been strong. According to the forecast in the total electricity supply diagram, this year it increased by 8-9%, but now it has increased to 12%, so the electricity load will increase very quickly in the future.

To meet this need, Mr. Hung informed that after the National Power Development Plan was approved by the Prime Minister, the Ministry of Industry and Trade submitted to the Prime Minister a Plan to implement the Plan and the Prime Minister approved this Plan in Decision 262 (April 1, 2024).

Next, on April 3, 2024, the Minister of Industry and Trade chaired a meeting to deploy the implementation of the Plan with sectors and localities to find solutions to implement the planning... With the list of missing projects, the Ministry of Industry and Trade submitted to the Prime Minister to issue the next Plans and wait for the Prime Minister's approval as a basis for the projects...

In addition, after the VIII Power Plan was approved, the Ministry submitted to the Government a plan to implement the plan and it was approved. Continue to implement the necessary project lists to issue the next plan to have a basis for application to the projects. At the same time, when issuing decisions and plans, the Ministry of Industry and Trade submitted to the Government solutions for the mechanism to implement projects included in the VIII Power Plan such as LNG power plants with a price frame, and continue to submit to the Government a mechanism to remove obstacles to deploy investment, construction and put into operation.

The power transmission line project is being urged to be deployed and supervised. At the same time, the 500KV line circuit 3 is also being urged to be deployed on schedule to ensure requirements, remove difficulties, and supply electricity to the North and Central regions. In addition, negotiations with Laos to import electricity have also been taken into account,” said Mr. Hung.

According to the representative of the Electricity Regulatory Authority, the Ministry of Industry and Trade has established a working group and is working with Vietnam Electricity Group (EVN) and related parties to review and evaluate the input factors that make up the current electricity price, thereby providing a basis for considering whether to increase or decrease the electricity price in the coming time.

" Currently, the Ministry of Industry and Trade has sent a delegation to inspect EVN's electricity price in 2023 as a basis for reviewing and adjusting electricity prices in 2024 ," informed Deputy Director of the Electricity Regulatory Authority Nguyen The Huu.

However, up to this point, the inspection has not yet had any results. How much and when the electricity price will increase will depend on the results of this inspection.

Regarding this issue, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan said that previously, the policy basis for considering electricity price adjustment was Decision No. 24 of 2017 of the Prime Minister, but recently, the Prime Minister issued Decision No. 5 and it has come into effect. Based on the content stated in Decision 05, Deputy Minister Nguyen Sinh Nhat Tan affirmed: "Now, we should not think that electricity prices will only increase, but will also decrease".

According to the Deputy Minister of Industry and Trade, the new decision also stipulates that if there is enough basis and factors to reduce electricity prices when input costs decrease by 1%, they must be "reduced immediately". As for price increases, according to Decision 05, they can only be increased when input costs cause electricity prices to increase by 3%, 5% or higher, and each level of authority will consider and adjust, but the review cycle must be every 3 months.

“When input costs and electricity prices decrease, we will monitor and consider requiring EVN to immediately reduce them. If they increase, we must report them for consideration, within the authority of EVN or the Ministry of Industry and Trade or the Prime Minister, and at the same time, we must assess the socio-economic impact of this price increase,” Deputy Minister Nguyen Sinh Nhat Tan informed.
