At the second thematic session of the People's Council of Dak Lak province, term X, 2021-2026, held on September 15, delegates reviewed and approved the Resolution on the policy of changing the purpose of forest use to another purpose to implement the investment project to build and operate infrastructure of Hoa Tam Industrial Park, phase 1.

The project was granted an investment policy decision by the People's Committee of Phu Yen province, and the project investor was approved in Decision No. 831/QD-UBND dated May 23, 2025. The project is invested by Hoa Tam Industrial Park Infrastructure Development Joint Stock Company.

The project is located in Hoa Tam commune, Dong Hoa town, Phu Yen province, now Hoa Xuan commune, Dak Lak province, with a scale of about 491.87 hectares, with a total investment of more than 4,188 billion VND from investors' contributed capital and mobilized capital. The operation period is 70 years, from the date the competent state agency allocates and leases land.

The project, when put into operation, will bring socio -economic efficiency to the province, contribute to the state budget through revenue from value added tax, corporate income tax , land use fees, etc.; attract investment and promote industrial and service development, and create jobs for about 24,000 workers.

To serve the project implementation, the Dak Lak Provincial People's Council agreed in principle to change the purpose of forest use to 82.49ha, the forest type is planted forest, of which the planted forest has a reserve of 20.67ha; average density of 344 trees/ha, average diameter of 5.8cm, average height of 5.46m. Total reserve of 118.891m3, average of 7.81m3/ha. Planted forest without reserve of 61.82ha, density of 347 trees/ha. Tree species: casuarina, eucalyptus, acacia, acacia, cashew.

The location of the forest with changed purpose of use is in lot 1, 3, 4, 7, 8, compartment 4; lot 1, 5, 6, 7, 9, compartment 5; lot 1, 2, 3, 5, 10, 11, compartment 6; lot 2, 3, 8, 11, 16, compartment 7, sub-compartment 343; lot 5, compartment 3; lot 4, 6, compartment 4; lot 2, 6, compartment 5 sub-compartment 344, Hoa Xuan commune, Dak Lak province.

The People's Council of Dak Lak province requested the Provincial People's Committee to direct the project investor to strictly implement the commitment to perform the obligation to plant replacement forests in Document No. 17/2025/KCNHT dated August 14, 2025 of Hoa Tam Industrial Park Infrastructure Development Joint Stock Company.

Also at this session, the Dak Lak Provincial People's Council issued a Resolution on the policy of changing the purpose of using 0.76 hectares of forest to another purpose to implement the Project of building the Shooting Range of the Military Command of Krong Ana District (old).
