Attending the Congress were representatives of the Department of Construction, Department of Agriculture and Environment, Propaganda and Mass Mobilization Committee of the Provincial People's Committee and Party members of the Provincial Land Fund Development Center Party Cell.
The Party Cell of the Provincial Land Fund Development Center was established under Decision No. 129-QD/DU, dated July 1, 2025 of the Provincial Party Committee on the basis of merging the Land Fund Development Centers of 8 districts and cities and the Technical Center of the Department of Agriculture and Environment with 38 party members.
The new Party cell was established and put into operation in the context of the entire political system promoting digital transformation, administrative reform, and streamlining the apparatus in the spirit of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee and the direction of the Central and the province, requiring Party committees, cadres, and Party members in the Party cell to actively innovate leadership methods, apply information technology, improve the capacity to analyze, synthesize, and organize the implementation of tasks, ensuring the good completion of functions and tasks in the new situation.
On that basis, the Party Cell of the Provincial Land Fund Development Center has closely followed the direction and guidance of the superior Party Committee and the practical situation, promoted the combined strength of all Party members, officials and workers, created consensus and determination to overcome all difficulties, implemented and completed tasks, improved leadership and management, and arranged and assigned officials in the specialized departments of the Center; regulated the functions, tasks, organizational structure and working relationships; and working regulations of the Provincial Land Fund Development Center.
With the motto "Democracy - Discipline - Solidarity - Development" for the 2025 - 2030 term, the Party Cell of the Provincial Land Fund Development Center sets out 7 main targets and 2 breakthroughs, of which the most prominent are: Every year, the Party Cell is classified as "Completing tasks well" or higher; 90% of Party members are classified as completing tasks well or higher; during the term, 5 or more people are admitted to the Party; strictly manage 100% of the assigned land fund, not allowing encroachment or illegal exploitation; deploy 3 - 5 new projects to create land funds to organize auctions of land use rights; allocate land to implement land policies for ethnic minorities; resettle to serve the State in land acquisition and socio -economic development in the locality...
At the Congress, delegates listened to a number of presentations focusing on the following contents: Solutions to improve the quality of Party cell activities; solutions to improve the quality of work in establishing, organizing and implementing compensation, support and resettlement when the State acquires land; work in developing new Party members; strengthening financial management and improving the efficiency of budget use in agencies... The Congress also reported on the synthesis of opinions submitted at the Congress on the draft documents of the 14th National Party Congress and the draft Political Report of the Party Committee at higher levels, term 2025 - 2030.
Speaking at the Congress, Comrade Ha Trong Hai - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Member of the Standing Committee of the Provincial Party Committee highly appreciated the achievements of the Provincial Land Fund Development Center Party Cell, term 2020 - 2025. At the same time, he proposed that in the term 2025 - 2030, the Provincial Land Fund Development Center Party Cell should pay attention to doing a good job of political and ideological education, especially closely grasping the thoughts and feelings of cadres, party members and civil servants in the context of merging from many different units; proactively update and review documents, projects, and work that was handed over and taken over from districts and cities before to classify, separate, develop plans and implement unfinished work. Continue to coordinate with departments and branches in participating in contributing to urban and rural planning, land use planning; Construction planning, specialized planning to propose arrangements in plans for residential, commercial, resettlement land funds, etc.; develop a quality, professional, and competent team to develop types of services, joint ventures, and associations according to regulations; effectively carry out the mass mobilization work of the Party and government in disseminating policies in performing tasks, etc.
At the Congress, the Decision to appoint the Provincial Land Fund Development Center Party Committee for the 2025-2030 term, consisting of 5 comrades, was announced. Comrade Tran Van Sung - Director of the Provincial Land Fund Development Center was appointed to hold the position of Party Cell Secretary for the first term, 2025-2030 term.
The Congress also elected a Delegation of 2 comrades to attend the 1st Provincial Party Congress, term 2025 - 2030, and voted to pass the Congress Resolution.
