From 2000-2010, when the New Rural Development Program was still in the "start-up" stage, Yen Dinh became a bright spot of the province with many outstanding criteria. By mid-2016, Yen Dinh became the first district of Thanh Hoa province as well as the North Central region to be recognized as meeting the New Rural Development standards. Since then, the locality has continued its journey with the goal of becoming an advanced New Rural District. Throughout the process, in addition to the support policies of the Central and the province, the district has always had its own incentives and mechanisms suitable to the local situation.
From 2010 to 2020, Yen Dinh district issued 3 thematic resolutions on new rural construction. The district People's Committee has action programs to implement the resolutions to widely deploy to departments, offices, and communes. In the process of accelerating to reach the advanced new rural finish line, from 2021 to 2023, the district People's Council has a series of specific resolutions to issue support mechanisms for agricultural development programs, new rural construction, OCOP product development, and civilized urban construction in towns. The district Party Committee and People's Committee also issued many documents and issued support mechanisms for building indicators and criteria at the commune and village levels. Accordingly, a village that meets the model new rural standard is rewarded with 100 million VND, a commune that meets the advanced new rural standard is supported with 1 billion VND, 700 million VND is supported for the village level to build a new cultural house, or 200 million VND is supported to repair the village cultural house to meet the criteria.
For specific projects, the district has a support mechanism for localities to complete the infrastructure system. The district supports 350 million VND for completing each km of rural roads that meet standards; supports 200 million VND/km of modern drainage ditches; supports people with 250 thousand VND/m2 of clear fences after donating land. To encourage people to use clean water from the centralized tap water system according to the NTM criteria, the district supports 1 million VND/household to buy pipes and connection equipment from the family to the water meter. In the process of renovating and upgrading schools in the area, the district balances resources to support 50% of the value of new construction, but not exceeding 5 billion VND/project; supports 50% of the value of repair and installation projects but not exceeding 3.5 billion VND/project. Since then, the communes have completed theeducational infrastructure system, up to now 100% of the schools are spacious and meet national standards.
To promote the development of production models, Yen Dinh district also has many support mechanisms, which are effective in practice. Each household is supported from 5 to 10 million VND when determined to renovate mixed gardens and build model gardens. The district encourages organizations and individuals to buy 150 million VND when buying drones to operate pesticide spraying and fertilizing in the fields. Greenhouse and net house models to develop high-tech agriculture are also stimulated to be built with a support level of 80 thousand VND/m2.
In recent years, the district has also issued a special mechanism to support 6 communes of Yen Truong, Yen Thai, Dinh Tang, Dinh Hai, Dinh Tien, Dinh Cong to build advanced new-style rural communes. The program has supported the communes with a total value of 26 billion VND, implemented synchronously, arousing the active participation of all classes of people.
Since then, each indicator of infrastructure, production, income, related to socio-economic development in the whole district has been quickly completed thanks to the support of the people and localities. The whole district has 22 communes, of which 11 communes have met the advanced NTM standards, of which 3 communes continue to be recognized as model NTM. By the time of reaching the advanced NTM standards, the district has 4 civilized urban areas, 61 model NTM villages at the district level and 23 model NTM villages at the provincial level.
According to statistics from the People's Committee of Yen Dinh district, from 2011 to present, the area has implemented 806 infrastructure projects under the National Target Program on New Rural Development. The total approved capital for the above projects reached more than 2,824 billion VND. Up to now, the district has been assessed to have a spacious infrastructure system in all fields, meeting the socio-economic development needs of the people. Economic models and production movements have developed, bringing the average income per capita of 22 rural communes of the district to more than 71.2 million VND/person/year.
The advanced NTM platform with developed infrastructure and economy will be the premise and driving force for the newly merged communes from Yen Dinh district to develop stably when there is no longer a district-level administrative unit.
