At 1:00 p.m. on July 18, the storm center was at about 18.3 degrees North latitude; 123.5 degrees East longitude, in the sea northeast of Luzon Island (Philippines) with the strongest wind near the storm center at level 8-9, gusting to level 11, moving northwest at a speed of 30km/hour.
It is forecasted that by July 19, the storm will enter the East Sea. This is a strong storm with a complex movement direction and the possibility of widespread heavy rain in the Northern region from July 20-25. Therefore, the Chairman of the Provincial People's Committee requested localities and units not to be subjective and to carry out the tasks in Official Dispatch No. 4498/CD-BNNMT dated July 17, 2025 of the Ministry of Agriculture and Environment .
The Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to coordinate with departments, branches, sectors and local People's Committees based on the direction of the Ministry of Agriculture and Environment to closely monitor warning bulletins, forecasts and developments of the storm; notify captains and owners of vehicles and boats operating at sea to proactively prevent and ensure safety of people and property; maintain communication to promptly handle bad situations that may occur.
At the same time, prepare forces and means to deploy rescue work when there is a situation; organize serious on-duty, regularly report to the Ministry of Agriculture and Environment and the Provincial People's Committee to ensure the required time.
Departments and branches, according to their functions, state management tasks and assigned tasks, coordinate with the Department of Agriculture and Environment and local People's Committees to proactively respond to storms.
The Provincial Communication Center increases information about the storm's developments to authorities at all levels, owners of vehicles operating at sea and people to proactively prevent and respond.
Along with the storm response tasks of the Provincial People's Committee, the Provincial Office of Natural Disaster Prevention (Command Committee for Natural Disaster Prevention - Search and Rescue and Civil Defense of the province) also requested the Inland Waterway Port Authority to inform tourists about the storm, proactively schedule appropriate travel to avoid tourist congestion at coastal tourist areas when there is a sea ban; ensure safety for people and vehicles at shelters and coastal tourist areas. At the same time, prepare forces, vehicles, and plans to respond to storms and heavy rains caused by storms. Organize on-duty, ready to receive and implement instructions from the Central and the province in the coming time.
