According to Directive 6/CT-TTg, in recent years, the situation of organized gambling and gambling crimes has become more complicated, especially in cyberspace, with increasingly serious nature, level and consequences. This type of crime is diverse in terms of composition and age, causing many consequences and is the cause of many other types of crimes.
The ringleaders, mainly overseas, take advantage of science and technology, colluding with Vietnamese people to form a large-scale gambling organization with hundreds of thousands of participants.
Many foreigners enter the country and use Vietnam as an intermediary to set up and manage betting websites to organize online gambling in third countries. The situation of Vietnamese people going abroad to gamble or working as agents or employees of betting companies, bookmakers, and casinos has a negative impact on security and order.
To strengthen the prevention and fight against crimes related to gambling and gambling activities to ensure security and order, the Prime Minister requested ministries, agencies and localities to focus on implementing many key tasks. Typically, ministries, central and local agencies need to strengthen propaganda, dissemination andeducation of the law, raise people's awareness in preventing and fighting crimes related to gambling and gambling activities. Vocational training, loan support... so that people have job opportunities suitable to their needs and abilities, increase income, and reduce idle time.
In addition, improve the effectiveness and efficiency of state management of security and order, and specifically define the responsibilities of leaders of Party committees and authorities in preventing and combating crimes related to gambling and gambling activities. Cadres, civil servants, public employees, employees, and armed forces must set an example of upholding their spirit, responsibility, and law enforcement; and resolutely and strictly handle violations.
In addition, relevant agencies also need to launch high-profile attacks and destroy gambling rings. Strictly manage the assessment of online game scripts. Strengthen screening and detection of suspicious transactions. Step up inspections of casino, video game, and betting businesses.
The Government also directed the Ministry of Finance to preside over and coordinate with ministries and branches to study the necessity and feasibility of expanding the scope of subjects allowed to participate in some types of legal betting and new types of betting that can be legalized to meet practical situations.
The Ministry of Finance is directed by the Government to coordinate with localities to strengthen the management of lottery business activities, not allowing subjects to take advantage of organizing gambling and gambling in the form of buying lottery numbers, lottery numbers or distributing lottery tickets in the wrong way. Complete the legal framework on lottery business in accordance with the current market situation.
