Tuition support policy for students in region III

My family has been temporarily residing in Region III, a disadvantaged area for 15 years. My child also studies in Region III. However, my family does not have a household registration here. Article 18 of Decree No. 81/2021/ND-CP dated August 27, 2021 of the Government "Regulations on the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs, and service prices in the field of education and training" - states that the beneficiaries of learning cost support include:

Children in kindergartens, primary and secondary schools, and students studying at regular educational institutions under general education programs who are orphans of both parents.

Preschool children and primary school students, students studying at regular educational institutions under general education programs with disabilities.

Preschool children and general education students studying at regular educational institutions under the general education program whose parents are poor households according to regulations of the Prime Minister.

Preschool children and general education students, students studying at regular education facilities following the general education program in extremely disadvantaged villages/hamlets, communes in region III of ethnic minority and mountainous areas, extremely disadvantaged communes in coastal and island areas according to regulations of competent authorities.

Thus, children and students with permanent residence in extremely disadvantaged villages/hamlets, communes in region III of ethnic minority and mountainous areas, and extremely disadvantaged communes in coastal and island areas as prescribed by competent authorities are entitled to support for study costs.

In case your family and children have a permanent residence in the countryside, not in a particularly difficult village/hamlet, a commune in region III of ethnic minority and mountainous areas, a particularly difficult commune in a coastal and island area according to regulations of competent authorities, but only temporarily reside in a particularly difficult area, they are not eligible for the study cost support policy according to the provisions of Decree 81/2021/ND-CP.
