Currently, Hoa Binh province is implementing 5 key transport projects (GTTĐ) directly directed by the Provincial Party Committee Standing Committee, along with many other important transport projects. These projects are expected to not only shorten geographical distances but also expand the space for socio -economic development. The Provincial People's Committee has requested investors to closely coordinate with localities, focusing on removing obstacles from site clearance (GPMB), investment procedures to construction, with the highest determination to achieve and exceed the set schedule.
The construction unit focused on human resources and machinery to construct the road connecting National Highway 6 - Suoi Hoa, Tan Lac.
5 GTTĐ projects are being implemented in the province including: Hoa Binh - Moc Chau expressway project (section Km19+000 - Km53+000 in Hoa Binh province); Hoa Binh - Hanoi regional connecting road and Son La expressway (Hoa Binh - Moc Chau); road connecting Luong Son town - Xuan Mai, Hanoi; road connecting from Tran Hung Dao street to Dan Chu ward connecting National Highway 6 and Hoa Lac - Hoa Binh road expansion project. 4/5 projects have started and are under construction, 1 project is completing procedures to prepare for starting construction, which is the Hoa Lac - Hoa Binh road expansion project.
According to the Provincial Traffic Construction Investment Project Management Board, the projects that have been implemented are being closely coordinated by investors and contractors to urgently resolve difficulties and obstacles and speed up construction progress.
The Hoa Binh - Moc Chau Expressway Project (Km19+000 to Km53+000) started construction in September 2024, with a total investment of VND 9,997 billion. Currently, VND 2,672 billion has been disbursed, reaching over 26% of the total capital. The construction unit has deployed package XL-01 with 9 construction teams of roadbed, box culverts, underpasses and concrete mixing station installation. Package XL-02 has 5 construction teams, simultaneously carrying out service roads, construction sites, underpass No. 2 items and digging the main roadbed. Package XL-03 is deploying auxiliary items to construct and install Hoa Son bridge across the Da River. In addition, the investor is urgently completing bidding procedures for package XL-04.
The Hoa Binh - Hanoi - Son La strategic connection project phase 1 has a total investment of 4,120 billion VND. After more than 2 years since the groundbreaking date (February 2023), the total construction value reached 451/1,666 billion VND, equivalent to 27.05%. Currently, the People's Committee of Hoa Binh city and Kim Boi and Luong Son districts have handed over about 78% of the site (25.16/32km).
The project connecting Tran Hung Dao Street to Dan Chu Ward connecting National Highway 6 has an investment of 600 billion VND, has completed most of the bridge items (Cham Stream, planned overpass), and is continuing to construct the roadbed and drainage culverts. However, the relocation of the 0.4kV power infrastructure cannot be implemented due to the delay in handing over the site, affecting the synchronization progress. By the end of May 2025, the project had only disbursed 11.8 billion VND while the whole year plan was 294 billion VND, showing a very slow disbursement rate.
Similarly, the Luong Son - Xuan Mai connecting road project also has unfinished items and a low disbursement rate. Up to now, some bridges (No. 2, 3, 5 and part of No. 4) on the route have been completed, the roadbed is under construction in sections. However, the progress of the entire route is affected by the prolonged site clearance work, difficulties in verifying the origin of land and population in Hoa Son commune, Luong Son town. The relocation of 110kV power poles has been carried out in 10/11 locations, but 0.4kV power is still "stuck" due to lack of land; the project has only disbursed 4.4 billion VND out of the total plan for 2025 of 200 billion VND.
According to Mr. Nguyen Manh Tuan, Deputy Director of the Provincial Traffic Construction Investment Project Management Board: All 4 GTTĐ projects have delays in site clearance and technical infrastructure relocation. This is the main reason for the interruption of construction progress, slowing down the disbursement of public investment capital. In addition, many bid packages are still in the process of inviting bids, reviewing or cannot be implemented due to lack of construction sites.
In addition to the GTTĐ projects, there are a number of other important traffic projects, such as: the road connecting QH8 road with An Duong Vuong road, Hoa Binh city; the road connecting from National Highway 6 to Doc Lap, Du Sang, Road 12B; Quang Tien - Thinh Minh road, Hoa Binh city; the road from National Highway 6 to Suoi Hoa, Tan Lac... Although not included in the GTTĐ project list, the routes are important in connecting the region, expanding the development space and awakening the local economic potential. However, up to this point, many routes are still stuck in land acquisition and clearance, not ensuring construction progress.
Hoa Binh has a great opportunity to make a breakthrough thanks to highly connected transport projects. However, if the obstacles are not urgently removed, the progress of the projects will not be able to keep up with the development requirements. This is the issue analyzed at the meeting to assess the implementation of transport projects in the province. At the meeting, Chairman of the Provincial People's Committee Bui Duc Hinh requested: Provincial departments, branches, localities, investors need to raise awareness, take drastic action, and be responsible in leading and directing site clearance work; mobilize human resources and means to speed up the construction progress of projects according to plan; assign responsibility, criticize, and remind cases of delay in performing tasks.
The Chairman of the Provincial People's Committee emphasized the determination to accelerate the progress of important traffic projects, directed localities to urgently develop compensation plans for land acquisition and clearance, ensuring strict compliance with legal regulations; speed up the construction of resettlement areas, in which flexible application of measures and procedures is required to create the most favorable conditions for people to soon stabilize their housing after land acquisition and clearance. In particular, he requested investors and contractors to be more proactive in accelerating the progress of project implementation.
