On June 19, at the regular press conference for the second quarter of 2025, Mr. Hoang Anh Duong - Deputy Director of the Department of Domestic Market Management and Development ( Ministry of Industry and Trade ) said that in the past time, the Ministry has actively implemented Official Dispatch No. 65 and Directive No. 13 of the Prime Minister on strengthening the fight against smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.
From May 15 to June 15, localities across the country simultaneously launched a peak period of market inspection and control. According to initial statistics, more than 5,500 stores have closed, mainly in industries such as food, cosmetics, functional foods, clothing, household appliances, etc.
Explaining the cause of this situation, Mr. Duong said that the authorities have noted a number of reasons leading to the wave of store closures. These include ineffective business operations and the shift in consumer trends to e-commerce, which has made traditional markets and retail stores less attractive. In addition, the fear of being inspected and not meeting requirements regarding invoices, origin of goods, tax obligations, etc. have also caused many businesses to decide to temporarily suspend operations.
In addition, many establishments have not yet had time to change their business models, have not focused on service experience or diversified products to suit trends. Some stores have closed due to seasonality or have moved their business locations.
In the face of the strong development of e-commerce, Mr. Duong said that the Ministry of Industry and Trade has increased inspection and supervision of violations in the digital environment. The local market management force has been transferred to the provincial People's Committee and a market management branch has been established under the Department of Industry and Trade, thereby strengthening local management, closely monitoring warehouses, gathering points, and distribution activities.
The Department of Domestic Market Management and Development has also proposed amending legal regulations to clearly define management responsibilities in each field and locality to avoid overlap. At the same time, it has participated in developing new decrees related to e-commerce to keep up with reality.
Regarding the fight against counterfeit goods in the digital environment, Mr. Duong said that the Prime Minister has approved Project 319 on combating counterfeit goods and protecting consumers in e-commerce until 2025. The Department will coordinate with e-commerce platforms and industry associations to verify the origin of goods, limit counterfeit goods, and share data and apply technology to prevent violations.
“We will also step up information exchange with the press and authorities to enhance propaganda and dissemination of laws on anti-counterfeiting, strictly implement Resolution 57 and Resolution 68 on propaganda and guidance on issues related to anti-counterfeiting,” Mr. Duong emphasized.
Sharing more about the results of the peak period, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan said that the campaign not only involved the market management force but also mobilized other functional agencies. The Ministry highly appreciated the positive impact of the campaign, as it contributed to strengthening consumer confidence in the market.
“There are concerns that inadequate communication will lead people to misunderstand that counterfeit goods are everywhere. But our goal is to prevent violations, while creating trust for consumers and motivating businesses to produce and trade quality goods,” the Deputy Minister emphasized.
Previously, at the discussion session of the 9th Session of the 15th National Assembly on June 17, Minister of Industry and Trade Nguyen Hong Dien said that in the coming time, the Ministry of Industry and Trade will urgently complete the draft Law on E-commerce to submit to the Government and the National Assembly. In particular, it proposed to clarify the responsibilities of ministries, localities, and functional agencies with e-commerce models and livestream sales entities.
