The consistent, unified and synchronous axis of the Congress Documents

In the spirit of continuing innovation, the Central Committee decided to integrate the contents of three documents including the Political Report, the Socio -Economic Report, and the Party Building Summary Report into a (new) Political Report in a consistent, unified, and synchronous manner. The Political Report is completed in the direction of: Ensuring inheritance and innovation, accurately reflecting the country's development practices; especially the outstanding achievements in politics, economics, culture, society, national defense, security, foreign affairs, etc.

The goals of the 14th Congress term and the vision to 2045 and 2050 are linked to the milestones: 100 years under the leadership of the Party, 100 years of the Socialist Republic of Vietnam. New development drivers include science and technology, innovation, digital transformation, development of high-quality human resources and effective exploitation of the advantages of deep international integration.

The conference emphasized the key role of Party building and rectification, the work of preventing and combating corruption, waste, and negativity; combating individualism, group interests, ideological, moral, and lifestyle degradation; strengthening control over power; improving the Party's leadership, governing, and fighting capacity; improving the capacity for national governance and operating the organization and apparatus in the political system. The reports summarizing the implementation of the Party Charter; the report summarizing 40 years of innovation were further improved to become the foundation of solidarity and unity within the entire Party and the foundation for planning national development strategies.

Institutional reform is a breakthrough and a key driving force to promote rapid and sustainable development. The 12th Central Conference directed the summary of practice and assessment of obstacles and shortcomings in a number of current laws and institutions; from there, it oriented amendments to remove legal bottlenecks and promote development in the new period. Legal provisions must be stable and have long-term value; laws regulating development creation only regulate framework issues of principle under the authority of the National Assembly.

The structure of the national legal system according to the new development model needs to continue to be innovated and improved. The Party leads the construction of a synchronous, unified, transparent, and feasible legal system, creating a favorable investment and business environment, ensuring the legitimate rights of the people; promoting the application of technology in state management, transforming from a management administrative model to a service administrative model.

Personnel work is emphasized as the “key of the keys”. Personnel preparation for the 14th Party Congress must be carried out in a synchronous, scientific, methodical, strict, democratic, objective and transparent manner; ensuring proper implementation of Party regulations, the principle of democratic centralism and legal regulations.

Focus on organizing Party congresses at all levels

The direction of personnel work for the 14th National Party Congress is a particularly important document, deciding all the work of preparing and electing personnel for the Party Central Committee, the Politburo, the Secretariat, the General Secretary and key leadership positions of the State, contributing to the success of the 14th National Party Congress. The Party continues to enhance its position and more clearly affirm its comprehensive, absolute and direct leadership role over the country while directing the strong - synchronous - comprehensive implementation of the revolution of restructuring and streamlining the organizational apparatus to enter the era of prosperous development of the nation.

The introduction and selection of personnel must be based on standards and conditions based on planning but not too rigidly but must be based on specific practices, not omitting those who are not in the planning but have outstanding qualities and abilities, and meet the requirements of the tasks in the new period. In recruiting/selecting key officials, it is necessary to adhere to and maintain the Party's viewpoint and principles: We must put the interests of the nation and people above all, resolutely not let those who do not meet the standards "infiltrate" to participate in the 14th Party Central Committee.

Party congresses at all levels for the 2025-2030 term are the premise for the successful organization of the 14th National Congress of the Party. The 12th Central Conference decided on the following deadlines: grassroots congresses must be completed before July 31, 2025; congresses at the level directly above the grassroots and party committees of communes, wards, and special zones must be completed before August 31, 2025; and provincial party congresses and party committees directly under the Central Committee must be completed before October 31, 2025. And we "run and queue at the same time".

In addition to building and nurturing a team of strategic-level cadres, it is also necessary to pay special attention to building a strong team of grassroots cadres who are capable of completing their tasks well, ensuring standards of political qualities, ethics, practical capacity, innovative thinking, daring to think, daring to do, daring to take responsibility, being attached to the people, and having a development vision to put them in key positions.

To effectively implement the conclusions of the 12th Central Conference, Party committees, Party organizations and the entire political system are urgently grasping the conclusions of the conference, ensuring that each cadre and Party member has high consensus, correct understanding and correct implementation. General Secretary To Lam affirmed: “The 12th Central Conference marks an important step in the preparation process for the 14th National Congress of the Party. The results of the conference clearly demonstrate the spirit of innovative thinking, decisive action, solidarity - democracy - discipline - creativity - development.
