The document stated: Resolution No. 188/NQ-CP dated October 11, 2024 of the Government assigned the task of promoting the implementation of online public services throughout the process, striving to achieve by the end of 2025, ministries and branches to achieve at least 85% of public service records of people and businesses being processed throughout the process.
On June 30, 2025, the Ministry of Culture, Sports and Tourism issued a list of 110 central-level administrative procedures (TTHC) under the management of the Ministry that are eligible to provide full-scale online public services in 20252 related to 13 fields.
To achieve the assigned targets, the Ministry of Culture, Sports and Tourism requires units to seriously and urgently implement the following contents:
The Departments: Copyright; Cultural Heritage; Cinema; Fine Arts, Photography and Exhibitions; Performing Arts; Grassroots Culture, Family and Library; International Cooperation; Vietnam Sports; Vietnam National Tourism; Radio, Television and Electronic Information; Press; Grassroots Information and External Information; Publishing, Printing and Distribution shall take the lead in developing and proactively coordinating with the Center for Digital Transformation of Culture, Sports and Tourism to post detailed and easy-to-understand instructions to help people complete online applications in appropriate forms on the National Public Service Portal, including: videos , texts, illustrations, and online operation instructions. Completed no later than August 15, 2025.
Strictly carry out inspection and supervision work through the Dashboard System at the link https://gsdvc.bvhttdl.gov.vn/ on the status of processing records of cadres, civil servants and public employees at the One-Stop Department. Promptly correct cases of slow or late processing of records, causing difficulties for people and businesses when discovered or reported.
Process 100% of applications online from receiving to appraisal, approval, digital signature and electronic result return on the Ministry's Administrative Procedure Information System. Complete by August 2025 at the latest.
Make 100% payment through the national payment platform. For agencies that are connecting the national payment gateway system through treasury accounts, proactively research, propose and implement the connection through banks to use utilities to serve people and businesses more conveniently. Completed in October 2025 .
Conduct a review of equipment to meet work requirements for each processing position in the entire online public service provision process. Completed in August 2025.
Propose solutions, implement fixes, and upgrade equipment systems to ensure they meet work requirements. To be completed in December 2025.
Review the actual capacity of online application files submitted, propose to the Digital Transformation Center to configure them to suit the needs of each administrative procedure, ensuring system resource savings while still meeting the needs of people and businesses. Completed in August 2025.
Review the level of necessity, send a request to the Digital Transformation Center to propose to the Ministry's leaders to allow the construction of an online support function using a virtual assistant (Chatbot) and other upgraded features to better serve the needs of people and businesses. Completed in August 2025.
Conduct a re-check of the validity of documents and procedures with documents that need to be coordinated between ministries or agencies, coordinate with the Digital Transformation Center to propose system upgrades. Completed in August 2025.
Assign tasks to receive feedback, evaluate satisfaction levels, and provide feedback to people and businesses about online processes. Completion in August 2025.
The Copyright Office closely coordinates with the internal software development unit and the Digital Transformation Center to ensure that the internal software maintains interoperability, supporting the entire process from users to the Ministry's Administrative Procedure Information System. Promptly report difficulties and problems to the Ministry's leaders for consideration and resolution.
Requesting Heads of units to: Send periodic reports on the implementation of the above tasks before the 25th of each month to the Ministry of Culture, Sports and Tourism to assess the level of substantial change in the provision of online public services throughout the process. Timely report on difficulties and problems during the implementation process.
Heads of units are directly responsible to the Ministry's leaders for the results of implementing measures to ensure the completion of the Government's assigned targets on the rate of files processed online and throughout the process./.
