Ministry of Culture, Sports and Tourism issues telegram to focus on emergency response to storm No. 5

The Ministry of Culture, Sports and Tourism has just issued Official Dispatch No. 4347/CD-BVHTTDL on focusing on emergency response to storm No. 5 in 2025.

The Ministry of Culture, Sports and Tourism has just issued Official Dispatch No. 4347/CD-BVHTTDL to the Directors of the Departments of Culture, Sports and Tourism, Departments of Culture, Sports and Tourism, Departments of Tourism in the following provinces/cities: Quang Ninh, Hai Phong, Hung Yen, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh...; Heads of agencies and units under the Ministry on focusing on emergency response to storm No. 5 in 2025.

Accordingly, the Ministry of Culture, Sports and Tourism requests:

Directors of the Departments of Culture, Sports and Tourism; Departments of Culture and Sports; Departments of Tourism in the above localities: Focus on leading and directing with the most urgent and drastic spirit, proactively monitoring the situation and developments of the storm, developing specific storm and flood response plans and effectively implementing response measures, closely coordinating with functional agencies and local authorities in the area to review and inspect all tourist accommodation establishments, tourist attractions, especially coastal areas, islands, areas at risk of landslides and flash floods;

Coordinate the organization of propaganda and relocation, evacuation of tourists to safe places; count, inform, call on means of tourism activities at sea to know, not to enter or exit dangerous areas or to return to safe shelters;

Organize guidance for boats to safe anchorage, support people in implementing measures to ensure safety for boats (to prevent sinking at shelters); organize continuous communication, implement measures to ensure absolute safety for tourists with the most proactive spirit;

Direct and review festival, entertainment and recreation activities in the area, develop plans, establish crowd evacuation procedures, notify residents and tourists to avoid large gatherings; Proactively decide or advise competent authorities to direct the temporary suspension of festival, entertainment and recreation and tourism activities in the area to ensure safety for residents and tourists;

Deploy protection and reinforcement work for cultural and sports works and institutions, historical-cultural relics, scenic spots, tourist areas and spots in the area to ensure safety of life and property, especially now that the whole country is focusing on preparing for the grand celebration of the 80th anniversary of the successful August Revolution and the National Day of the Socialist Republic of Vietnam;

Direct press agencies, radio and television stations and grassroots information to update storm forecasts from the National Center for Hydro-Meteorological Forecasting to promptly notify people and tourists to proactively prevent and respond to heavy rains, floods, landslides, and flash floods that may occur in dangerous areas at risk of flash floods and landslides to safe places.

The Vietnam National Administration of Tourism, the Department of Grassroots Culture, Family and Library focused on directing and guiding agencies, units and businesses in tourism and festival activities in localities affected by the storm to monitor, update the situation, and deploy plans to ensure safety for people and tourists before, during and after the storm.

The Press Department, the Department of Radio, Television and Electronic Information, the Department of Grassroots Information and External Information direct press, media and grassroots information agencies nationwide to organize propaganda, broadcasting and timely reporting on forecasts, developments of storms, instructions of the Government, the Prime Minister and central and local authorities for people to monitor and update regularly. Focus on informing about the risks of floods, landslides and prevention and control of epidemics that may arise due to floods and inundation, instructing people on skills to prevent and respond to storms and floods to minimize damage.

The Construction Investment Project Management Board proactively grasps the situation and directs contractors to deploy measures to ensure safety for construction works, and prepare available forces, means, and materials to respond to and overcome the consequences of storms and floods that may occur.

Directors of the Departments of Culture, Sports and Tourism; Departments of Culture and Sports; Departments of Tourism; Heads of units under the Ministry in the above localities deploy response plans, ensure safety for people and property managed by the units, arrange forces, materials, means, assign leaders and officers to be on duty 24/7 to update and monitor the storm's developments, and organize timely response when situations occur in the area;

Timely inform and report to the Ministry of Culture, Sports and Tourism on the situation of storm response, damage occurring in the management field of the industry during and after the storm (if any) at the address: Civil Defense Command of the Ministry of Culture, Sports and Tourism, No. 51 Ngo Quyen, Cua Nam Ward, Hanoi City.
