TPO - Responding to questions on the afternoon of June 19, Minister of Education and Training Nguyen Kim Son pointed out a series of "inadequate" things that lead to the need for extra teaching and learning. The Minister said that there is no solution that can be solved overnight, but there needs to be a comprehensive solution to this problem.

There are many reasons for extra teaching and learning.

Raising questions, delegate Nguyen Thi Tuyet Nga ( Quang Binh ) said that the issue of extra teaching and learning is putting pressure on students, going against the spirit of educational innovation.

Highly appreciating the Ministry of Education 's issuance of Circular 29, especially the consistent and drastic instructions of the Minister. However, delegates said that this circular is not a perfect solution, especially when the pressure of exam results is heavy and social expectations are still very high.

"May I ask the Minister, what are the fundamental causes of this situation and the fundamental solutions to solve this problem?", the delegate questioned.

"The introduction of Circular 29 on extra teaching and learning is not only to solve social problems but also part of the innovation process to change schools, pave the way for a new education system, and develop children's capacity," said Minister of Education and Training Nguyen Kim Son.

Responding to questions, Minister of Education and Training Nguyen Kim Son said that this is a very big question related to the core issue raised by Circular 29.

“Why do we need to teach and learn more?”, according to him, the reason we need to teach and learn more is because it is ‘not enough’. Because it is ‘not enough’, we need to ‘add more’. Among them, the Minister believes that there are many things that are not enough.

First, according to him, teachers' salaries are not enough to live on. In addition, there are not enough schools and classes for children to not have to compete, especially in big cities, urban areas, and densely populated areas. "In particular, high school exams are more stressful than university entrance exams," said Mr. Son.

In addition to the above reasons, the industry commander also said that there is a reason that parents do not have enough confidence and do not feel satisfied when their children's achievements are not high.

Besides, the innovation of teaching and learning programs also needs to be done a lot in the near future. “That is the principal, the head of the university; that is the teacher who has not fulfilled the responsibility of the main program. That is the innovation of education, from a certain perspective, there is still a lot of work to be done to be able to meet the requirements,” Mr. Son pointed out a series of reasons.

“There are many things that still need to be taught and learned,” according to the Minister. Management and administration are still “insufficient.” That is the root of the problem, the core of which is the shift from education from equipping children with knowledge to developing their abilities.

The Minister said that there is no solution that can be solved overnight, but there needs to be a comprehensive solution to this problem.

Ineffective assessment 'a bit early'

Previously, delegate Nguyen Thi Le Thuy (Ben Tre) also questioned the 'ineffective' implementation of Circular 29 on extra teaching and learning. The gap between policy and practice is still large. This has a significant impact on schools, teachers, parents and students.

"What is the main reason? Is it due to the inadequate approach to legal documents? Does the Minister have any fundamental solutions to best manage extra teaching and learning?", Ms. Thuy asked.

'Over the past few years, we have designed the exam with some adjustments to the nature of the competency assessment exam in line with the training program. We have reduced the number of riddles and tricky math questions, which are the things that make students struggle in exam preparation centers,' said Minister Nguyen Kim Son.

Responding, Minister Nguyen Kim Son said that for a policy of an industry to be effectively implemented, when promulgated, it is not just a matter of words in a document, but also requires implementation from the central to local levels, provincial and communal levels.

According to Mr. Son, Circular 29 mentioned the responsibilities of the education and training sector, the responsibilities of the provincial, district and commune levels, schools, teachers and related people.

Immediately after the circular was issued, the Ministry sent inspection teams, and many places implemented it well. "If we say that the circular is not implemented well nationwide, it is unfair to some provinces and cities," said Mr. Son.

According to the Minister, this circular is effective for a short time, so assessing its effectiveness as the delegate said, 'I'm afraid it's a bit early'.

When the circular was issued, opinions were sought from ministries, branches and teachers. Therefore, it is necessary to fully implement it before assessing its completeness.
