He believes that widespread extra teaching and learning is undermining the true value of learning.
With the issuance of Circular 29 on management of extra teaching and learning, the Minister affirmed that it only regulates the management of extra teaching and learning, not prohibits it.
However, he emphasized the viewpoint of aiming for schools without extra classes, improving the quality of regular school hours, and giving time and space for students to experience and practice.
Reporting on the initial results of implementing Circular No. 29, the Minister said that for the benefit of students, the Circular's regulations limit the widespread situation of extra teaching and learning.
Schools focus on improving the quality of teaching and learning of the main curriculum, ending paid tutoring in schools, creating conditions for students to access knowledge without academic and financial pressure.
However, this still has many shortcomings in reality.
Minister Nguyen Kim Son said that extra teaching and learning is a complex issue with great social impact, so a circular regulating the management of extra teaching and learning cannot solve all the problems.
He said the Ministry of Education will advise the Government to issue policies to increase investment in facilities to ensure two-session learning per day in accordance with the direction of General Secretary To Lam, thereby reducing widespread extra teaching and learning and strengthening the organization of educational activities to develop students' qualities and abilities.
