Allocating more than 76,000 billion VND to increase salaries for officials, civil servants and public employees

National Assembly Chairman Tran Thanh Man signed and issued Resolution No. 1767 of the National Assembly Standing Committee on supplementing the state budget revenue estimate for 2024; allocating and using the source of increased central budget revenue in 2024.

Accordingly, the National Assembly Standing Committee resolved to supplement the State budget revenue estimate for 2024, the increase in State budget revenue in 2024 is 342,699 billion VND. Of which, the increase in central budget revenue is 187,244 billion VND (excluding aid revenue recorded, recorded expenditure for specific targets, central budget revenue increased by 191,900 billion VND), local budget revenue increased by 155,455 billion VND.

At the same time, the National Assembly Standing Committee resolved to allocate and use the increased central budget revenue in 2024 (excluding aid revenue recorded for specific purposes) of VND 191,900 billion for 5 tasks.

Firstly, the allocation of resources to implement salary policy reform according to Resolution No. 27 of the 7th Conference of the 12th Party Central Committee on salary policy reform for cadres, civil servants, public employees, armed forces and employees in enterprises is 76,769 billion VND.

Second, the bonus for exceeding the revenue estimate and reinvesting back into localities is 16,591 billion VND. Of which: Hanoi 8,048.5 billion VND; Ho Chi Minh City 3,997.5 billion VND; Thanh Hoa 2,139.5 billion VND; Hai Phong 735 billion VND; Da Nang 590.5 billion VND; Khanh Hoa 259.5 billion VND; Can Tho 57 billion VND; Nghe An 52 billion VND; Hue 100.5 billion VND; Hung Yen 13 billion VND; Phu Tho 83 billion VND; Ninh Binh 49 billion VND; Bac Ninh 124.5 billion VND; Dong Nai 325.5 billion VND; Tay Ninh 16 billion VND.

Third, implementing the housing support policy for people with revolutionary contributions according to Decision No. 21/2024 of the Prime Minister is 1,940 billion VND.

Fourth, implementing national defense and security tasks and projects; science, technology, innovation, and national digital transformation tasks and projects; building boarding and semi-boarding schools for high school students in remote, border, and island areas and other important investment projects is VND 86,900 billion according to the Government's Submission No. 28.

Fifth, set aside VND 9,700 billion to report to the National Assembly to decide on the arrangement to increase the central budget reserve in 2025.

In the resolution, the National Assembly Standing Committee requested the Government to be responsible for the correctness, accuracy, and consistency with the conclusions of competent authorities on data and report content; ensure the ability to disburse, implement and be responsible for the arrangement and balancing of missing capital sources; ensure efficiency, focus, key points, no spreading, loss, waste, corruption, and negativity; speed up the disbursement of public investment capital, limit the transfer of resources to the following year...
