Blockchain and AI in the List of 10 Strategic Technology Groups of Vietnam

On June 12, 2025, Prime Minister Pham Minh Chinh signed and issued Decision No. 1131/QD-TTg on the List of strategic technologies and strategic technology products, marking an important step in the orientation of science and technology development associated with ensuring national defense, security and sustainable economic growth.

The list of strategic technologies and strategic technology products has 10 strategic technology groups with 32 strategic technology product groups. Specifically:

1. The technology group on artificial intelligence, digital twins, virtual reality/augmented reality includes 6 product groups: Vietnamese language model; virtual assistant; specialized artificial intelligence; analytical artificial intelligence; digital twins; virtual universe (Metaverse).

2. The cloud computing, quantum, and big data technology group includes 3 product groups: Cloud computing services; quantum computing and quantum communication services; large-scale data centers.

3. Blockchain technology group includes 3 product groups: Digital assets, digital currency, crypto currency; Blockchain network infrastructure; traceability system.

4. The next-generation mobile network technology group (5G/6G) includes 3 product groups: 5G/6G radio access network equipment and solutions according to ORAN standards; 5G/6G core network equipment and solutions; high-speed IP transmission equipment and solutions.

5. The robotics and automation technology group includes 4 product groups: Self-propelled mobile robots; Industrial robots; advanced food processing systems and lines for agricultural, forestry and fishery products; post-harvest quality preservation and monitoring systems.

6. Semiconductor chip technology group includes a group of products on specialized chips, AI chips, IoT chips.

7. The advanced biomedical technology group includes 3 product groups: New generation vaccines; gene therapy (gene editing) in medicine and agriculture ; cell therapy (stem cells, immune cells).

8. The energy technology and advanced materials group includes 3 product groups: Small, safe nuclear reactors; Lithium-ion batteries, solid state, fuel, electrolyte; advanced materials.

9. The rare earth, ocean, underground technology group includes 4 product groups: Systems, equipment and technological solutions for assessing reserves, mining, mineral selection, extraction and refining rare earth; systems and technological solutions for smart geological exploration; equipment and technological solutions for deep-sea exploration and exploitation; systems, equipment and technological solutions for offshore energy exploitation.

10. The network security technology group includes 2 product groups: Firewall solutions, intrusion detection and prevention; solutions to ensure security for critical infrastructure and national databases.

The Prime Minister requested that based on the needs of socio-economic development, the Ministry of Science and Technology shall preside over and coordinate with relevant ministries and ministerial-level agencies to submit to the Prime Minister for consideration and decision to adjust and supplement the List of strategic technologies and strategic technology products and Groups of strategic technologies by field.

The Ministry of Science and Technology shall preside over and coordinate with the Ministry of National Defense and the Ministry of Public Security to submit to the Prime Minister for approval the List of strategic technologies and strategic technology products serving the defense and security sectors./.
