On the afternoon of August 23, the Ho Chi Minh City Party Committee held its 1st Congress of Delegates for the 2025-2030 term.
Attending and giving a speech, Comrade Nguyen Van Nen, Politburo member, Secretary of the Ho Chi Minh City Party Committee acknowledged and praised the achievements of the Ho Chi Minh City People's Committee Party Committee in the past term. The Ho Chi Minh City People's Committee Party Committee simultaneously carried out many important tasks, on the basis of inheriting the results of the previous historical journey, the Ho Chi Minh City People's Committee Party Committee coordinated and directed flexibly and creatively.
He highly appreciated the results achieved after the period of operating the two-level local government; implementing more reasonable decentralization and delegation of power, creating conditions for agencies, units and localities to proactively and flexibly perform their functions and tasks.
The city also promotes administrative reform through the application of science and technology, digital transformation, promoting people's participation; enhancing accountability, improving the quality of public services to contribute to the completion of the set requirements and tasks. Along with that, the city also achieved other achievements in many fields of economy , culture, society, national defense - security, foreign affairs... He emphasized that these are valuable results, contributing to the city achieving the target of GRDP growth in 2025 at 8.5% and double-digit growth in the following years.
The Secretary of the Ho Chi Minh City Party Committee assessed that the leadership of the Party Committee of the Ho Chi Minh City People's Committee has closely followed the goals; implemented seriously, with many innovations in methods and flexible content to suit the new situation, especially focusing on improving the leadership capacity and fighting strength of grassroots Party organizations. Along with that, attention has been paid to the quality of the Party members and cadres; inspection, supervision, and enforcement of Party discipline, promoting the role and responsibility of Party members and leaders...
In addition to the achieved results, the report reviewing the leadership and direction of the Executive Committee and the Standing Committee of the Party Committee of the Ho Chi Minh City People's Committee for the 2020-2025 term also recognized some shortcomings and limitations. The Secretary of the Ho Chi Minh City Party Committee requested to continue to draw lessons to overcome in the next term. In particular, it is necessary to pay attention to new issues arising in the organization, apparatus, regulations, and operating mechanisms to promptly detect problems and arising issues that affect efficiency, effectiveness, and effectiveness to overcome them with the spirit that after the reorganization of the apparatus, everything must be better than before.
According to him, Ho Chi Minh City is facing a new historic opportunity, with the mission of pioneering into a new era of development, prosperity, civilization and happiness. Therefore, the Party Committee of Ho Chi Minh City People's Committee must clearly define its mission, role and responsibility to realize the development goals and vision of Ho Chi Minh City.
He commented that the Party Committee of the Ho Chi Minh City People's Committee has a particularly important role and position in leading and directing the concretization of the Party's guidelines and policies and the State's laws and policies. At the same time, it directly advises the City Party Committee on important policies, tasks and solutions for the city. Therefore, it is necessary to innovate thinking, raise awareness and vision to meet the position and role of the Party Committee in the coming time. The first thing is to put the work of Party building and rectification as a key task, the economy is the driving force, culture - society is the foundation, national defense and security are essential to have timely solutions; maintain principles, discipline, order, promote democracy, and the exemplary role of the leader.
Along with that, creatively and promptly apply the Party's policies and resolutions into life through specific action programs. More importantly, promote the strength of the great national unity bloc, mobilize all investment resources, and intelligence of all classes of people, the business community, intellectuals, overseas Vietnamese, etc.
The comrade requested to innovate leadership methods, not to allow excuses, to replace or loosen leadership, to focus on comprehensively promoting Party building work in politics, ideology and ethics. To promote studying and following Ho Chi Minh's ideology, ethics and style in conjunction with building an increasingly widespread Ho Chi Minh cultural space. To ensure the prevention and fight against corruption and waste with the motto of both building and fighting, using positivity to push back negativity. Thereby helping the contingent of cadres and party members to improve their resistance, cultivate, train, and do the assigned tasks correctly and well. The comrade requested to strengthen inspection and supervision, not to let shortcomings prolong and become violations, not to let small violations become major violations, and one person's violations become collective violations...
The Secretary of the Ho Chi Minh City Party Committee requested to improve the quality of planning, training, and rotation of cadres, properly evaluate, and use them appropriately to promote the capacity of the team. At the same time, continue to implement mechanisms and policies to prioritize the selection and use of talents in the public sector.
He added that the Central Committee is drafting regulations, including regulations on job positions, to avoid having "both surplus and shortage" of cadres as it is now. That is a large number, but when it comes to specific jobs and actual combat operations, there is a shortage.
Comrade Nguyen Van Nen also requested the Party Committee of the Ho Chi Minh City People's Committee to continue to advise on the policies and mechanisms that have been and are being implemented, and propose solutions that are suitable to the practical situation of the city. In particular, the focus is on implementing the 4 key resolutions of the Politburo into life quickly and effectively; implementing the proposed solutions in conjunction with key tasks on infrastructure, institutions, and human resources. In addition, it is necessary to focus on solving other social issues.
Comrade Nguyen Van Nen said that a successful congress is just one step, the important thing is how to create products and values in reality. Therefore, the Party Committee of the Ho Chi Minh City People's Committee needs to have an action program, a specific implementation plan, seize opportunities and clearly define the focus, key points, clear people, clear work, clear responsibilities, clear deadlines, and focus on inspection and supervision.
