Bau Can strives to become a comprehensively developed commune

The congress was attended by 140 delegates, representing 591 party members from 35 affiliated grassroots party organizations. This was an important political event, marking a new development step of the locality after the merger of 3 communes: Binh Giao, Thang Hung and Bau Can (old).

During the past term, despite facing many difficulties, the Party Committee, government, army and people of the communes promoted the spirit of solidarity, took advantage of favorable conditions, proactively overcame difficulties, focused on resolutely implementing the congress resolution and achieved many important results in all fields.

The economic structure has shifted in the right direction: agriculture, forestry and fishery account for 57%, industry and construction 15% and trade and services 28%. The average income per capita in communes ranges from 42 to 76 million VND/year. Agricultural production is stable, long-term industrial crops continue to be a strength; livestock farming has developed, with a total herd of more than 124,000 animals.

The new rural development program has achieved many results: Bau Can commune (old) completed 19/19 criteria; Binh Giao and Thang Hung achieved 15-16 criteria. Infrastructure was invested synchronously, trade and services developed, the poverty rate of the whole commune decreased to 3.34%.

The socio-cultural field has clearly changed; political security and social order and safety have been maintained; Party building and the political system have seen many innovations; the leadership capacity and fighting strength of grassroots Party organizations have been enhanced.

During the 2025-2030 term, Bau Can Commune Party Committee set the goal of mobilizing all resources for rapid and sustainable development; striving for an average income per capita of 90 million VND/year; shifting the economic structure in the right direction: agriculture-forestry-fishery accounts for 37.5%, industry-construction 20.8%, trade-services 41.7%.

Maintaining the criteria that have met the new rural standards, striving to achieve 19/19 criteria by 2030; the multidimensional poverty rate is reduced to 1.09%, the rate of trained workers reaches 70%. Every year, over 90% of party members complete their tasks well or better; the rate of new party members in the 2025-2030 period reaches 3% or more/year...

To achieve the goals set out in the Resolution, the Party Committee of the commune focuses on developing high-tech and organic agriculture ; expanding trade, services, and eco-tourism; attracting investment in agricultural processing industry; perfecting infrastructure; promoting administrative reform and digital transformation; maintaining national defense and security; and building a clean and strong Party and political system.

Speaking at the Congress, Vice Chairman of the Provincial People's Committee Nguyen Tuan Anh acknowledged and commended the results achieved by the Party Committee, government and people of Bau Can commune in the past term.

Comrade Nguyen Tuan Anh suggested that local Party committees and authorities should continue to review and evaluate the current status of medical human resources in the area, and at the same time make recommendations to superiors to have plans to supplement doctors, rotate human resources appropriately or have policies to support attraction and on-site training suitable to local characteristics.

Along with that, the political system of the commune needs to change its mindset from management and control to serving the people and businesses.

At the same time, urgently concretize the resolution into action programs and specific plans for the entire term; improve the effectiveness of Party inspection, supervision and discipline work; enhance the quality of Party cell activities, focus on developing new Party members, especially ethnic minorities.

In addition, Vice Chairman of the Provincial People's Committee Nguyen Tuan Anh requested the Commune Party Committee to pay more attention to social security work, care for education and vocational training, sustainable poverty reduction, and pay special attention to people's health care.

The Congress announced the decision of the Provincial Party Standing Committee to appoint the Executive Committee, Standing Committee and key positions of the Bau Can Commune Party Committee for the 2025-2030 term. Accordingly, the Executive Committee consists of 25 comrades, comrade Tran Trung Hieu was appointed to hold the position of Secretary of the Commune Party Committee.

The Congress called on all cadres, party members and people of Bau Can commune to uphold the spirit of solidarity, join hands and be determined to successfully implement the set goals and tasks, and build Bau Can into a comprehensively developed commune.
