Firmly and proactively ensure energy security

Energy security is an important part of national security, directly linked to political stability, socio-economic development, national defense - security and international integration.

On the morning of September 16, at the National Conference to disseminate and implement the resolutions of the Politburo that have just been issued, comrade Nguyen Thanh Nghi, member of the Party Central Committee, Head of the Central Policy and Strategy Committee, presented the topic "Key and core contents of Resolution No. 70-NQ/TW of the Politburo on ensuring national energy security until 2030, with a vision to 2045 and the Action Program to implement Resolution No. 70-NQ/TW".

Comrade Nguyen Thanh Nghi said that after 5 years of implementing Resolution 55-NQ/TW (dated February 11, 2020) of the Politburo on the strategic orientation for Vietnam's national energy development to 2030, with a vision to 2045, the energy sector has maintained stable growth, basically ensuring national energy security, meeting the increasing requirements for rapid and sustainable development; ensuring national defense and security and improving people's lives.

After evaluating the results of 5 years of implementing Resolution No. 55-NQ/TW (including achievements, shortcomings, limitations, and causes), the Politburo issued Resolution No. 70-NQ/TW with synchronous and breakthrough policies and guidelines to ensure national energy security, so that energy must be one step ahead to fully meet the needs of socio-economic development, national defense and security, and improve people's lives; meet the requirements of rapid and sustainable development of the country in the coming time, especially to implement the two strategic goals of our country by 2030 and 2045.

On the basis of inheriting Resolution No. 55-NQ/TW and supplementing and developing a number of contents on viewpoints, goals, tasks, and solutions to ensure national energy security, Resolution No. 70-NQ/TW has a new approach. First of all, the requirement to firmly ensure energy security for national development in the new era - one of the important pillars of non-traditional security is emerging.

Clearly identify energy security as an important part of national security, directly linked to political stability, socio-economic development, national defense - security and international integration; shift from the concept of "ensuring supply" to "firmly and proactively ensuring energy security" with a strategic, long-term, multi-dimensional vision; at the same time, set out specific, clearly quantified goals, close to reality, and solutions to ensure implementation to meet requirements and on schedule.

Resolution No. 70-NQ/TW adheres to the principle that "energy development must be consistent with the socialist-oriented market economy". That is, developing a synchronous, competitive, transparent energy market, eliminating the cross-subsidy mechanism, and adjusting energy prices according to the market under State management.

Strongly encourage economic sectors, especially the private sector, to participate fully in energy development. Ensure energy security by diversifying sources, types and technologies; prioritizing the development of renewable energy, new energy, LNG, hydrogen, modern nuclear power; ensuring national energy reserves; encouraging research, development and localization of energy technology and equipment, forming domestic value chains.

Energy development is based on the principle of closely linking energy security with socio-economic development, ensuring national defense and security, and environmental protection; associated with implementing social progress and equity, and implementing social security; using energy economically and efficiently is both the right and responsibility of the whole society; associated with science and technology, innovation and digital transformation; associated with implementing international commitments.

Resolution No. 70-NQ/TW also updated and specified the Party's guiding viewpoints in the pillar resolutions on institutional improvement; science and technology development, innovation and digital transformation; private economic development; international integration related to ensuring national energy security.

Regarding the basic contents of Resolution No. 70-NQ/TW, comrade Nguyen Thanh Nghi said that the resolution has put forth 5 groups of guiding viewpoints, target groups until 2030, vision to 2045 and 7 groups of major tasks and solutions.

Regarding the implementation of Resolution No. 70-NQ/TW, comrade Nguyen Thanh Nghi said that the Politburo assigned the National Assembly Party Committee to lead and direct the research, amendment, supplementation and improvement of laws to facilitate national energy development in the spirit of the resolution; strengthen supervision of the development and implementation of strategies, plans and policies for national energy development; firmly ensure national energy security to meet the requirements of socio-economic development in the new situation.

The Government Party Committee leads and directs the implementation of the National Energy Development Strategy and strategies for developing energy sub-sectors, the National Energy Master Plan, and the VIII Power Plan adjusted in accordance with the spirit of the resolution; submits to the National Assembly for amendments and promulgation of relevant laws to create a favorable environment for development and ensure national energy security; if necessary, submits to the National Assembly for promulgation of specialized resolutions on mechanisms and policies to remove difficulties in national energy development in the 2026-2030 period; prioritizes the allocation of sufficient resources to carry out the tasks stated in Resolution No. 70-NQ/TW.
