These resolutions include: Resolution No. 59-NQ/TW of the Politburo on international integration in the new situation; Resolution No. 70-NQ/TW of the Politburo on ensuring national energy security until 2030, with a vision to 2045; Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development; Resolution No. 72-NQ/TW of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.
The conference was held live from Dien Hong Hall, National Assembly; combined online to connecting points across the country with more than 1.2 million delegates attending at the connecting points. The conference was broadcast live on channels and waves of Vietnam Television and Voice of Vietnam .

Quickly move from “promulgating policies” to “managing implementation”
Speaking at the Conference, General Secretary To Lam stated that the consistent spirit of Resolution 59 and the three resolutions 70-71-72 is to quickly shift from "issuing policies" to "executing management", taking people and businesses as the center, taking practical effectiveness as the measure. Each agency, organization and individual is responsible for turning the content of the Resolutions into daily work, into specific action programs, with resources, deadlines, measurement indicators, monitoring and accountability.
The General Secretary requested the entire political system to thoroughly grasp and strictly implement a number of principles in the process of implementing these Resolutions, which are: 5 consistency (politics - law - data - resource allocation - communication); 3 publicity (goals - progress - results); 3 early (early completion of institutions - early launch of key projects - early capital allocation) and 5 clarity (clear work, clear people, clear responsibilities, clear time, clear results) and immediately implement the contents of the Resolutions as soon as possible at all levels.
To ensure unified direction, smooth coordination and "reaching the grassroots", the General Secretary noted that it is necessary to establish a Central Steering Committee for each Resolution or a Central Steering Committee on the implementation of the Politburo's Resolutions; build a public "digital dashboard", updated weekly and monthly, monitor core indicators, bottlenecks, and progress of implementation of each Resolution. Responsibility of Party committees at all levels, the Government, ministries, branches, localities and the people; it is possible to invite independent expert groups and policy appraisal units to participate in appraising solutions, evaluating and giving objective feedback.
The General Secretary emphasized that, for Resolution 59, it is clearly defined that international integration is a strategic driving force based on the decisive role of internal strength, increasing internal strength while taking advantage of external strength, closely linking integration with the protection of national interests, both cooperating and fighting. Ensuring the principles of new mindset, position, thinking and approach to international integration, shifting from a receptive mindset to a contributing mindset, from general integration to full integration, from the position of a country following behind to the status of a country rising up, pioneering in new fields. Synchronous, comprehensive, extensive integration... Improving the capacity to implement and perfect institutions and policies, overcoming bottlenecks in implementing international commitments and agreements, promoting the review and internalization of international laws to fully, synchronously and effectively implement our obligations and commitments. Promote the attraction of high-quality FDI, especially large global corporations that play a leading role in a number of important supply chains such as information technology, telecommunications, semiconductor chips, artificial intelligence, etc. Promote the central role, active, proactive and creative participation of people, businesses and localities in linking international integration and domestic integration, connecting regions, localities, connecting industries and fields, connecting research and implementation, etc.
For Resolution 70, the core goal is that the energy system must be safe, stable, and have reliable backup; provide enough power for production and life; shift towards green, low-emissions; operate intelligently on a digital platform and ensure reasonable and transparent costs. From now until 2030, strive to have a minimum capacity backup of 15%, significantly reduce power loss; increase the proportion of clean energy in accordance with planning; build competitive, transparent electricity market mechanisms with a solid roadmap.
Regarding solutions, the General Secretary pointed out 10 key groups: balancing supply and demand by region, updating the synchronous planning of sources and grids, finalizing the list of key projects; strongly investing in transmission and storage - especially 500kV lines, smart grids, piloting energy storage systems at bottlenecks; mobilizing diverse capital; developing a competitive electricity market according to a roadmap, standardizing the long-term reference price mechanism, improving transparency; diversifying fuels and LNG reserves, ensuring warehouse capacity, pipelines, long-term contracts, and strategic coal/gas reserves; promoting energy efficiency and demand management, applying prices based on time of use, requiring mandatory savings at large loads; developing renewable energy according to "systemic thinking"; protecting vulnerable populations and ensuring electricity for basic industries through targeted, time-limited support packages, and transparent compensation sources; digital transformation of the electricity sector; Human resource development and localization: training of system engineers, supporting industries.
Identify breakthroughs in the strategy to ensure energy security, sustainable development and realize the Net Zero commitment by 2050. Focus on three points: Institutional reform; facilitate the attraction of social resources, especially the private economic sector to participate in renewable energy investment, electricity transmission and distribution; ensure the principle that energy development must be consistent with the socialist-oriented market economy, associated with the implementation of progress, social equity, social security, ensuring national defense, security, and environmental protection for development.

Regarding Resolution 71, the General Secretary said that education and training are clearly identified as the top national policy, the key driving force for national development. Investing in education is investing in, nurturing, and enhancing the "national spirit", and investing in the future of the nation. This is the key of all keys, the fundamental driving force for increasing productivity, breaking through national competitiveness, and nurturing the desire for development. Education and training follow the motto "Taking quality as the axis - taking teachers as the key - taking technology as the lever".
Regarding solutions, there are 8 main groups: Building national output standards by level of education and profession; implementing mandatory accreditation, public rankings with missions; innovating programs and assessments, reducing achievement disease, combating rampant tutoring, implementing standardized assessments, focusing on core skills; making a breakthrough in the teaching staff; promoting university autonomy coupled with accountability, co-creating programs with businesses, increasing paid internships, building innovation centers; upgrading vocational education linked to the supply chain, real learning - real work according to the dual model, recognizing digital skills certificates, assessment by businesses; digital transformation in education; targeted education finance; internationalization.

Regarding Resolution 72, the General Secretary pointed out that prevention is the key - the grassroots is the foundation - the people are the center. The goal is to increase healthy life expectancy, reduce patient payments, digitize the system, strengthen primary health care, improve service quality and patient satisfaction.
There are 9 groups of solutions that need to be focused on: Strengthening preventive medicine and public health; developing primary health care and family doctors; universal health insurance combined with value-based payment; promoting controlled hospital autonomy: service prices based on actual costs, publicizing quality, transparent centralized procurement, fighting against group interests; ensuring drug, equipment, and vaccine security; focusing on mental health and occupational diseases, integrating them into primary health care, schools, and workplaces; comprehensive school health; digital transformation of health; developing health human resources.

The General Secretary emphasized that the country's new development momentum is formed from the organic connections between resolutions. International integration is the door to the world. Stable and green energy is a necessary condition for production, schools and hospitals. High-quality education and training provide a team of future system engineers, doctors and public service administrators. Modern healthcare, solid prevention and good care help people stay healthy to study, to work and to create. These pillars are simultaneously reinforced by transparent institutions, strict enforcement of discipline, data guidance and smart resource allocation. When each gear operates in the right rhythm, the national development machine will accelerate steadily.
The General Secretary requested that each ministry, branch, locality, unit, cadre and party member immediately get to work with the spirit of "practice and words", "do not leave today's work for tomorrow". The leader must take responsibility for the results, not push the issue or avoid it. Every quarter and every year, seriously review, publicly and transparently, and reward those who dare to think, dare to do, and dare to take responsibility for the common good; at the same time, strictly handle violations and negativity.
The General Secretary noted that there is still much work to be done and many challenges to overcome on the road ahead; but he has firm faith in the strength of the great national unity bloc, in the intelligence and mettle of cadres and party members; in the aspirations of the young generation; in the joint efforts of the business community; and in the creativity of the people. The four Resolutions, which have been implemented resolutely and synchronously, will foster new driving forces, creating strong impulses for us to break through and successfully achieve strategic goals, making our country increasingly rich, civilized, and our people increasingly happy.
The General Secretary calls on the entire political system, Party committees, authorities, the Fatherland Front and organizations; calls on the business community, diplomats, intellectuals, teachers, doctors, workers, farmers and youth nationwide to unite, join forces and join hands to implement. Each person has a specific task, each day has a specific result, persevering, enduring, methodical, disciplined and creative. Let's make the spirit of the Resolutions implemented today permeate all levels, all sectors, all social components, to every ward, commune, village, hamlet, to every classroom, every workshop, every field, every house, every citizen; turn aspirations into actions, turn actions into results, turn results into new beliefs.
